Judge rules in Oregon sex abuse case that priests are not employees of the Vatican

Priests are 'employed', 'hired', and managed by the diocese who is headed by the Bishop.

The "pedophile" problem is old news from the 50's 60's and 70's and isn't a pedophile problem because 80% of the victims were male, and past puberty. It was a homosexual problem, not a pedophile problem. At its height less than 2% of the priests were involved. This ls lower then the population at large so statistically not unusual.
