Romney's "Southern" accents are a hit-and-miss try

MOBILE, Ala. (AP) ? Wealthy New Englander Mitt Romney is trying to woo Southern voters with a mix of regional references that sometimes show self-deprecating humor, and sometimes are just plain awkward.

The GOP presidential contender admits that campaigning in Alabama, Mississippi and other Southern states is "a bit of an away game" for him. Unlike Kansas, however, he's campaigning hard in those states, hoping essentially to tie or even steal a victory from more conservative rivals Rick Santorum and Newt Gingrich.

Romney seems torn between trying to be a full-bore (albeit temporary) Southerner and acknowledging his outsider status. In rainy Mobile on Monday, he talked of eating catfish and hunting as he campaigned alongside comedian Jeff Foxworthy, known for his "you might be a redneck" jokes.

As is often the case, Romney showed an engaging side and stiffness, at almost the same time. When the rain-soaked crowd sang "Happy Birthday," Romney exclaimed: "That's a fine Alabama good morning," as if such greetings are somehow different in other states.

Moments later, he showed good-natured self-awareness, saying he hoped to go hunting with an Alabama friend who "can actually show me which end of the rifle to point." The audience, crammed under an awning for protection from the storm, laughed with appreciation.

The former Massachusetts governor was mocked during his 2008 presidential bid for claiming he sometimes hunts "small varmints." GOP candidates rarely refer to firearms without extolling the need to protect gun-owners' rights.

Romney sometimes has struggled to connect with Southern Republicans. He recently said he doesn't follow auto racing but knows people who own NASCAR teams. He greeted voters in Jackson, Miss., last week with a hearty "Morning, y'all!" and said he started the day with "a biscuit and some cheesy grits."

While Southerners sometimes add cheese to grits, they generally go with just salt, pepper and butter.

In Birmingham, Ala., Romney was endorsed by Randy Owen of the popular country band Alabama. But Romney raised eyebrows when he asked Owen to sing a few lines of "Sweet Home, Alabama," the iconic hit for a rival band, Lynyrd Skynyrd. Owen gamely obliged.

Of course, every presidential hopeful must seek votes in unfamiliar regions. Lyndon Johnson (Texas) and Jimmy Carter (Georgia) had strong Southern accents, and John F. Kennedy's Boston accent was strange to many Americans.

Romney seems at his best when he acknowledges that Southern mannerisms do not come naturally to him. Campaigning in Pascagoula, Miss., he said he was turning into an "unofficial Southerner."

"I'm learning to say 'y'all' and I like grits. Strange things are happening to me," he said with a smile.

It's not clear that Southern Republicans feel more warmly toward Romney's chief rivals. Gingrich, a former House speaker, represented Georgia for 20 years in Congress, but the non-native never developed a Southern accent. He also has not lived in Georgia for decades. Santorum is from western Pennsylvania.

None of them is a Protestant, the religious affiliation that dominates the South. Santorum and Gingrich are Roman Catholics, and Romney is Mormon.

Santorum and Gingrich talk more openly about God than does Romney, who occasionally mentions the importance of "my faith." But that's true in all parts of the country.

Some Romney supporters feel his Mormonism might hurt him in the South. But there has been little overt discussion of the topic.

Voters who braved Monday's rain to see Romney in Mobile had simple, straightforward reasons for backing him.

"He's a man of integrity," said Billye Howard, 64. "I like what he says."

Patsy Clark, a retired banker, said Romney "is a fixer, and we definitely need fixing."

"He has good family values," Clark said.

Some Republicans say it's essential for Romney to show strength in the South, which has become the party's most reliable region. He might seem a somewhat weaker nominee if he fails to win a Deep South state, a cultural classification that no longer includes Florida, which Romney won.

But regardless of who is the Republican nominee, there's virtually no chance that President Barack Obama will win Texas, Oklahoma, Arkansas, Louisiana, Mississippi, Alabama, Tennessee, Kentucky or South Carolina. Georgia would be a mighty stretch.

Romney, who turned 65 on Monday, thanked Mobile supporters for a birthday gift. "I hope to unwrap it Tuesday," when both Alabama and Mississippi vote, he said.

Kenya arrests four over deadly grenade attacks

Kenyan police said Monday they arrested four people for weekend grenade attacks at a Nairobi bus station that killed six people and which Kenya blames on supporters of Somali Islamist insurgents.

"On the Al-Shebab threats and attacks at the Machakos bus terminus, four highly suspected criminals were arrested and are undergoing intensive interrogation," Nairobi Provincial Police chief Antony Kibuchi said.

Six people were killed and more than 60 wounded when four hand grenades were hurled at a crowd in a bus terminus in the Kenyan capital on Saturday.

The suspects, all of whom are believed to be Kenyan and three of them reportedly minors, were being interrogated by specialised police units, including anti-terrorism officers, a police source said.

The Al-Qaeda-allied Shebab has threatened Kenya since Nairobi sent troops into south Somalia in mid-October to attack bases of the insurgents, accused of a series of kidnappings and attacks on Kenyan territory.

One of the men arrested had been on a police wanted list, suspected of having links to Shebab and Kenyan affiliates.

His lawyer said he had been denied access to his client, who had also been arrested and freed in December on suspicion of involvement in terrorism.

"I was not allowed access to them. I later learnt that they had been taken to Kilimani police station (in Nairobi) where they spent the night," said Chacha Mwita.

Mwita said police had questioned the suspects on their whereabouts on the day of the attack. They are yet to be charged in court.

Saturday's attack was the deadliest in Nairobi since one in June 2010, not attributed to Islamists, during a public meeting against the adoption of a new constitution, in which the death toll was also six.

Neither attack came close to the devastating Al-Qaeda car bombing of the US embassy in August 1998 that killed 213 people and injured 5,000.

Forty-two people wounded in Saturday's attacks were still being treated in hospital on Monday, police said.

In Somalia, regional armies are pushing against Shebab positions, with Kenyan forces in the far south, Ethiopian soldiers in the west and African Union forces in Mogadishu made up of troops from Uganda, Burundi and Djibouti.

In retaliation, the Shebab have carried out grenade attacks and abductions in areas near the porous Kenya-Somalia border, killing and wounding several people.

Last October, less than two weeks after the Kenyan army sent troops and tanks into Somalia, two grenade attacks in the space of less than 24 hours killed one person and wounded 30.

The International Crisis Group said in a November report that Nairobi should cool its high hopes of defeating the Shebab, a ruthless and resilient militia fighting to overthrow the Western-backed government in lawless Somalia.

PST: FC Dallas beats New York

FRISCO, Texas ? A few thoughts on FC Dallas? 2-1 win over the Red Bulls on Sunday at a sold out park.

  • Kenny Cooper helped enliven the Red Bulls attack upon his entrance Sunday, as the visitors pushed FC Dallas late for the equalizer. His production in limited minutes sets up some interesting scenarios going forward. Juan Agudelo, who got the start over Cooper on Sunday, will be away soon for U.S. Olympic qualifier duty ? but that?s only for a few weeks. By then Luke Rodgers will surely be back and ready to contribute. You would think, anyway. ?And in all honesty, the Cooper-Thierry Henry pairing looked like a better fit than Agudelo-Henry. ?Red Bulls manager Hans Backe said as much, too, that Cooper?s ability to work the higher channels fits with Henry?s tendency to drop back into midfield. They hooked up for the Red Bulls? only goal, with Henry springing Cooper. So, we?ll see.
  • Classy move, by the way, from Cooper: He ran back to midfield after scoring against his old club without a big celebration.
  • Backe didn?t have much of an update on Rodgers? visa situation except to say this: whenever the stranded striker does get back into the country, Backe will feel OK about playing him straight-away. Would Backe have played Rodgers today if his striker had arrived only yesterday? Backe said he probably would have.
  • FC Dallas quite possibly could be without both starting outside midfielders from Sunday for its next contest, and that?s not great news. ?Brek Shea could be at the U.S. Olympic camp by then; Caleb Porter will reveal the roster this week and summon the players in short order from there to begin CONCACAF qualifier prep. And Fabian Castillo left after 30 minutes Sunday after taking a knock; FCD manager Schellas Hyndman said a few minutes after the match that he didn?t have a full report as yet. ?Ricardo Villar isn?t half the influence?David Ferreira?can be in terms of creating through the Dallas midfield, so the attack already could be stretched to produce quality chances and service for Blas Perez. ?Just one game into the season and FC Dallas? depth is already being serious tested.
  • Hernan Pertuz looked quite capable in his first run-out at center back for Dallas, alongside Ugo Ihemelu. Pertuz and Perez were two of the better MLS debutantes this weekend. FC Dallas? new Panamanian striker played up front all by himself in a 4-5-1, managing the tough assignment quite well in a Man of the Match afternoon. He just missed connections on several chances, but worked his set-up role like a real pro.
  • Young Red Bulls goalkeeper Ryan Meara wasn?t bad at all in his first pro outing. Heck, the kid was playing college soccer about three months ago. I talked to him for a few minutes, asking about the communication along the back line, especially considering center back Markus Holgersson was another MLS debutante on Sunday. ?It?s kind of hard to say. ?I was having some problems with the crowd noise myself,? he told me. He said it?s just something he still needs to get used to.? And that certainly makes sense: They probably weren?t drawing crowds of 20,000-plus at Fordham. (He seemed like a nice fellow, by the way.)
  • As for Thierry Henry? He?s quite the competitor. Looking quite upset off about the loss, and in no mood for chit-chat, he barely acknowledged reporters? questions. He would say only something along the lines of, ?We lost, 2-1, and that?s about it.?

Highlights of the match are below. Enjoy.

Illinois & TPR - Adoption.com Forums

I found this on Illinois Pro Bono's website http://www.illinoisprobono.org/index...tentID=59 47: (Sounds promising more so than what you have indicated in other states)

Federal legislation changed child welfare/foster care so that there is less of a chance the child will return home. If a child is in foster care for 15 out of 22 months, there will be a motion toward Termination of Parental Rights (TPR) if the case is not close to being fully ready for reunification.
Termination of Parental Rights (TPR)

If nine months after adjudication, the parent has not made "reasonable efforts" and "reasonable progress" on the foster care service plan, the parent can be found unfit. The service plan is updated every six months at an Administrative Case Review. The state must prove parental unfitness under at least one ground by clear and convincing evidence.
Failure to Make Reasonable Efforts and/or Progress

This is Ground (m) in statute 750 ILCS 50/1 (D(m)), and is the most commonly used ground to prove parental unfitness. It defines this Ground as failure by a parent:

To make reasonable efforts to correct the conditions that were the basis for the removal of the child from the parent, or
To make reasonable progress toward the return of the child to the parent within 9 months after an adjudication of neglected or abused minor, or
To make reasonable progress toward the return of the child to the parent during any 9-month period after the end of the initial 9-month period

Reasonable efforts would include things like: did the parent complete the tasks in the service plan, including visiting the child?

Reasonable progress would include things like: does the parent understand her role in making the child a foster kid and has the parent done everything needed (like completing tasks in the service plan) to ensure what led to the state taking the child will not happen again? For example, if the child was born drug-exposed, has the parent completed treatment and been drug-free for a significant period of time?

Adjudication is the trial that covers everything that happened up until the day of the temporary custody (TC) hearing. At the TC hearing, the court decides if the child should stay outside of the parent?s care until Adjudication. The TC hearing must occur no more than 48 hours after DCFS took the child from the home and placed him/her in foster care. The Adjudication must occur within 90 days of the date of service to the parties (both parents), unless all parties agree to have the trial after 90 days and the court allows the trial to be delayed (called a ?90-day waiver?). Once Adjudication has occurred, the clock starts ticking for the 9-month period for reasonable efforts and progress (Ground (m)).
Other Unfitness Grounds

These are other unfitness grounds found in 750 ILCS 50/1 (D) to be aware of:

Ground (i) is depravity, including a rebuttable presumption that the parent is depraved if he/she has been convicted of 3 felonies and at least one conviction was in the last 5 years. It also includes 1st or 2nd degree murder of the child?s other parent (which can be overcome if there is clear & convincing evidence otherwise, such as self-defense) and the murder of any child, including conspiracy and solicitation for murder;
Ground (k) is habitual drunkenness or drug addiction for at least one year before the TPR petition is filed;
Ground (n) is failure to plan for the child?s future for any 12-month period, visit or communicate with the child or agency. The court will consider whether the parent sent cards, gifts and letters to the child (or caseworker if she doesn?t have the child?s address) and whether there were visits in person or over the phone;
Ground (q) is a criminal conviction of aggravated battery, heinous battery or attempted murder of any child;
Ground (r) is the child is in foster care, the parent is convicted of a crime and incarcerated, and before incarceration had little or no contact with the child or provided little or no support to the child. Also, the parent will not be able to ?discharge parental responsibilities? for the next two years;
Ground (s) is the child is in foster care, the parent is incarcerated, and has been repeatedly incarcerated because of criminal convictions and the repeated incarceration prevents the parent from ?discharging parental responsibilities.? Convictions from before the child was born can be included if they affect the ability to be a good parent, as in In re D.D., a Minor;
Ground (t) is the child is born exposed to drugs, the mother has at least one other child who the court found was neglected and the mother had the opportunity to participate in drug counseling, treatment and rehabilitation programs after trial.

TPR Trial

The TPR trial is done in two parts:

In the first part, the state asks the Judge to make a finding of ?unfitness? based on one or more grounds. If the Judge does make a finding of unfitness, then the trial proceeds to Part 2. If the Judge does not make a finding of unfitness, the state?s petition for TPR is dismissed and everything stays the same. The children do not return home automatically but rights are not terminated;
In the second part, the Judge decides whether it is in the child?s ?best interest? for rights to be terminated. If the Judge decides that it is in the best interest of the child to terminate parental rights, then she will do so. If the Judge decides that it is not in the child?s best interest to terminate parental rights (even though she already made a finding of unfitness), parental rights are not terminated.

TPR is final. Once parental rights are terminated, the case can be appealed if notice of appeal is filed within 30 days. Once that time period ends there is no way to undo the termination.
Parent's Procedural Rights

The parent has 3 procedural rights:

The parent has a right to notice. Notice must be sent to the parent's last known address and if he or she is no longer there, the state must publish notice. Make sure the parent knows the trial will continue even if he or she does not show up for court;
The parent has a right to be present in court (assuming he or she can be located) unless he or she is incarcerated in another state or in a federal facility. Usually the court will issue a writ for the parent to be brought to court if he or she is incarcerated. It is sometimes possible to participate by phone;
The parent has a right to a lawyer. If he or she cannot afford a lawyer the court must appoint one (in the Child Protection Division where foster care cases are heard). This is not true in other child custody cases. In Cook County, the Public Defender represents most parents in these cases.

These rights are not absolute, particularly if the parent has not maintained contact with the agency or the court.
"Best Interest of the Child" Standard

All of the decisions made by the court are supposed to be in the ?best interest? of the child. When the court decides what is in the best interest of the child, it looks at the following factors in the context of the child?s age and developmental needs:

The physical safety and welfare of the child, including food, shelter, health and clothing
The development of the child?s identity
The child?s background and ties, including familial, cultural and religious
The child?s sense of attachments, including:
- Where the child actually feels love, attachment and a sense of being valued (as opposed to where adults believe the child should feel such love, attachment and a sense of being valued)
- The child?s sense of security
- The child?s sense of familiarity
- The continuity of affection for the child
- The least disruptive placement alternative for the child
The child?s wishes and long-term goals
The child?s community ties, including church, school and friends
The child?s need for permanence which includes the child?s need for stability and continuity of relationships with parental figures and with siblings and other relatives
The uniqueness of every family and child
The risks attendant to entering and being in substitute care
The preferences of the persons available to care for the child

"Best Interest of the Child" Standard in TPR Trials

When a Judge is deciding whether it is in the child?s best interests to terminate parental rights after an unfitness finding, the judge looks at all of the best interest factors. It is very unusual for a court to find technical unfitness, yet find that it is not in the child?s best interest to terminate parental rights. During the best interest portion of TPR, the Judge is specifically looking at the following issues:

How long has the child lived outside of the parent?s care?
How often did the parent have contact with the child while the child was in foster care, through visits, letters, phone calls, etc.?
Is the child bonded to the parent? Does the child seek out the parent for affection, reassurance and love?
Would it be detrimental to the child to sever the legal bond between parent and child?
How long has the child lived in his/her current home?
Is the child bonded to her current caretakers? What names does she have for the caretakers (?mom,? ?dad,? ?grandma,? etc.)? Does the child seek out the caretakers for affection, reassurance and love?
Depending on the age of the child, what does she want? (If the child is older, the court will consider whether the child wants to return to the parent or be adopted.)
What do the current caretakers want? Are they willing to adopt the child?

These are just some of the broad considerations the court thinks about when it decides whether to terminate parental rights. Where the child feels safe and loved is a huge part of the court?s consideration.
