Hong Kong says economy slowed in 2011

HONG KONG (AP) ? Hong Kong's economic growth fell further in the final quarter of 2012 as global trade weakened, and the government forecast an anemic expansion this year.

The economy expanded by 3 percent in the three months ending in December, following a steady decline from 7.6 percent in the first quarter, Finance Secretary John Tsang said in an annual budget speech.

Inflation jumped to 5.3 percent from 2010's 1.7 percent as stimulus measures by major governments caused an influx of money into the territory, but pressures eased in the fourth quarter, Tsang said, according to a text released by the government.

Tsang forecast growth of no more than 1 to 3 percent for 2012. He said the government plans to spend 80 billion Hong Kong dollars ($10.3 billion) on stimulus measures.

Hong Kong's open markets and status as a major trading center have made it one of Asia's most prosperous economies but also left it exposed to the plunge in U.S. and European demand. Hong Kong is also one of Asia's busiest ports, handling a large share of goods from China, the world's biggest exporter.

"Given the bleak economic prospects in Europe and the U.S., the risk of a sharp deterioration of the external environment is increasing," Tsang said.

"I am not optimistic about Hong Kong's export performance in the first half of this year, and if exports of goods were to plunge in the first quarter, the overall economy might take a downturn in that quarter," he said.

Hong Kong is a Chinese territory but has a high degree of autonomy and its own currency and customs system.

Exports rebounded in 2010 following the global crisis but fell again in mid-2011, Tsang said. He said exports contracted in the third quarter and grew by just 3.6 percent for the full year.

Hong Kong chief executive Donald Tsang has warned that the territory faces an unusually severe shock due to the European debt crisis.

In an interview with broadcaster TVB from the World Economic Forum in Davos, Switzerland, the chief executive said conditions are more worrisome than they were during the 1998 Asian financial crisis.

"It's rare to see all these three problems emerge at the same time," he said.

An American Airlines flight from Milan to New York made an unscheduled stop at London?s Heathrow Airport on Monday.

A man onboard needed medical attention, according to airline spokesman Matt Miller, though no specific information regarding the man's symptoms or condition was available.

American Airlines Flight 199 is carrying 156 passengers and 12 crew members, Miller said.

The flight was originally scheduled to land at New York?s JFK airport at 1:15 p.m. ET. The post-diversion arrival time is 3:10 p.m., according to FlightStats.com.

A longtime worker for the Archdiocese of New York has been accused of using accounting tricks to steal more than?$1 million from the church, law enforcement officials and church leaders said.

Anita Collins was arrested Monday after an investigation by?Manhattan District Attorney Cy Vance?s?office. She was expected to be arraigned?later in the day.

Prosecutors alleged Collins spent $18,000 of the stolen money on furniture from Bloomingdale's; $23,000 on clothing at Barney's; $14,000 on clothing at Brooks Brothers; and $19,000 on trinkets from an Irish gift store.

JUBA, South Sudan ? South Sudan's minister of petroleum and mining says the nation will not restart oil production unless Sudan accepts a list of demands.

Stephen Dhieu Dau said Sunday that South Sudan was "committed to negotiations" but that Khartoum would have to accept their offer of paying $1 per barrel for using Sudan's pipelines for export and $2.4 billion dollar financial assistance package before South Sudan turns on production again.

He also says Sudan must withdraw troops from the disputed border region of Abyei and stop funding rebel groups in South Sudan. He says South Sudan wants an international treaty guaranteed by "international superpowers" to guarantee the agreement.

South Sudan shut down oil production Saturday after it accused Sudan of stealing hundreds of millions of dollars worth of oil.

The SAG Awards, as we have noted, often have a curious way of letting us know what the Oscars are going to deliver. So when the Screen Actors Guild doled out its golden statuettes on Sunday night (January 29), we couldn't help but feel there were more than a few hints at how the Academy Awards might shake out in a few weeks.

What are we to make of the upset SAG win for "The Help" in outstanding cast in a movie, for instance? Where does this leave "The Artist," which had been looking increasingly, inevitably like the big champ come Oscar night, yet only won outstanding male performance (Jean Dujardin) at the SAGs?

Things were more predictable on the TV side of things. In 2012, for the second year in a row, "Modern Family" (Outstanding Cast in a Comedy) and "Boardwalk Empire" (Outstanding Cast in a Drama and a Lead Actor win for Steve Buscemi) had strong showings. Check out the full list of winners:

The two leading candidates in Florida's Republican primary, Mitt Romney and Newt Gingrich, are staying focused on voters with events around the state this weekend.

On Saturday, Romney has events planned in Pensacola and Panama City. Gingrich will be in Stuart, Port St. Lucie, Brooksville, Orlando, Winter Park and West Palm Beach.

Far away from Florida, Ron Paul is hosting a town hall Saturday morning at the University of Southern Maine, in Gorham, and similar events later in the day in the Maine towns of Freeport and Alfred.

SEC charges trader with hijacking accounts (Reuters)

WASHINGTON (Reuters) ? Securities regulators charged a Latvian trader with reaping more than $850,000 in illegal profits by hacking into online brokerage accounts and manipulating more than 100 securities.

In a complaint filed in federal court in San Francisco on Thursday, the Securities and Exchange Commission said Igors Nagaicevs broke into accounts at large U.S. brokerages and drove up stock prices by making unauthorized purchases and sales.

The SEC complaint gave Nagaicevs' address in Jurmala, Latvia, and said he was 34 years old but gave no further information on his current whereabouts. The SEC wants him to pay an unspecified amount in disgorgement and penalties.

The SEC also took administrative enforcement action on Thursday against four electronic trading firms and eight executives, saying they all enabled Nagaicevs's scheme by giving him "anonymous and unfiltered access" to the U.S. market.

The SEC said the trading firms also failed to properly register as brokers.

Two individuals and one firm have agreed to settle the matter, the agency said.

As part of its broader review of market structure issues, the SEC has flagged a practice known as "sponsored access" - in which brokerages with approval to trade on exchanges rent their access to traders - as a problem area.

Last year, new SEC rules took effect that target sponsored access by requiring brokerages to implement risk controls and increase their supervision over unlicensed high-speed traders who gain unfettered access to the markets.

The rules also effectively banned what is known as "naked access" in which brokers do not screen the orders en route to the markets.

The alleged conduct in the complaint occurred before those rules took effect.

The SEC's complaint said trading firms Alchemy Ventures Inc, KM Capital Management, Zanshin Enterprises and Mercury Capital all received "sponsored market access" from brokerages registered in the United States and then "passed the sponsored access on to the Latvian trader" who used it to manipulate the markets.

"These firms provided unfettered access to trade in the U.S. securities markets on an essentially anonymous basis," said Daniel Hawke, head of the SEC's Market Abuse Unit, in a statement.

"By failing to register as brokers, the firms and principals in this case exposed U.S. markets to real harm by evading crucial safeguards of the federal securities laws. We will not allow firms like these to fly under the radar and become safe havens for market abuse."

Mercury Capital and its president Lisa Hyatt agreed to settle the matter, as did Richard Rizzo, an associate of Zanshin Enterprises, the SEC said. Hyatt and Rizzo will each pay a $35,000 penalty.

Michael Bachner, an attorney for Rizzo, said the SEC has acknowledged in the settlement that his client had no knowledge of the illegal activities and that he never "intentionally furthered them."

Frank Razzano, an attorney for Mercury Capital and Hyatt, said his clients are happy to put this matter behind them.

Attorneys for the other firms and executives charged could not be immediately reached for comment, and Nagaicevs has no known defense counsel.

The 48-year-old star opened up about his past struggles with The Hollywood Reporter, saying he used drugs in attempt to escape the spotlight.

?I got really sick of myself at the end of the 1990s: I was hiding out from the celebrity thing; I was smoking way too much dope; I was sitting on the couch and just turning into a doughnut; and I really got irritated with myself,? he told THR. ?I got to: ?What?s the point? I know better than this.??

In addition to drug use, the ?Moneyball? and ?Tree of Life? star revealed he had his fair share of dark thoughts.

?I used to deal with depression, but I don?t now, not this decade -- maybe last decade. But that?s also figuring out who you are,? he continued. ?I see it as a great education, as one of the seasons or a semester: ?This semester I was majoring in depression.? I was doing the same thing every night and numbing myself to sleep --?the same routine: Couldn?t wait to get home and hide out. But that feeling of unease was growing and one night I just said, ?This is a waste.??

Trips to Yugoslavia and Morocco in the late '90s, where the actor said he saw ?poverty to an extreme I had never witnessed before,? was the wakeup call he needed to change his life.

?I just quit. I stopped grass then -- I mean, pretty much -- and decided to get off the couch,? he recalled. (Check out Pitt below as the stoner character Floyd in the 1993 film "True Romance.")

Pitt then looked to one of music?s biggest philanthropist for inspiration.

?I sought out Bono and sat down with him a few times and got involved in some of the stuff he was doing. But it all started before that. It started with private acts,? he explained, adding that his newfound passion to help others connected him with longtime partner Angelina Jolie.

Back in the 1990s, Tel Aviv?s bicycles were pushed to the margins of the urban landscape, which lacked bike lanes or bike racks.

In the past decade, however, Israel?s cosmopolitan capital has reimagined itself as an Amsterdam of the Middle East with miles of bike paths on sidewalks, boulevards, and in the streets.

With its generally flat terrain and temperate climate, Tel Aviv is an ideal city to navigate on two wheels. The network, marked with bicycle stencils, runs the length of the city?s Mediterranean seacoast, reaches down leafy historical avenues, and sweeps through the commercial center. The city also inaugurated a bike rental system, the Tel-O-Fun, with some 150 rental stations throughout the city. Usage has exceeded expectations, and the distinctive green and gray bikes with upright seating have become ubiquitous. A leading enthusiast is Tel Aviv Mayor Ron Huldai, who test-drove one of the Tel-O-Fun bikes and christened a bike traffic light.

Let?s be clear: Tel Aviv is no Amsterdam ? most of the bike lanes are on sidewalks. On trendy Rothschild Boulevard, the cyclists must dodge cafe tables, and on Ibn Gavirol, the bike path is interrupted by trees, benches, and building columns. But in a country where the volatile Israeli driver dominates the roads, some of that turf is being retaken by cyclists.

Obama and GOP candidates offer a campaign preview (AP)

WEST PALM BEACH, Fla. ? On a day that combined two campaigns into one, President Barack Obama on Wednesday challenged Republicans to raise taxes on the rich as GOP rivals Mitt Romney and Newt Gingrich swiped at him on the economy and criticized each other over immigration.

With a week to go before the Jan. 31 Florida Republican presidential primary, the polls suggested a tight race, although Romney and his allies seized a staggering advantage in the television ad wars. They have reported spending $14 million combined on commercials, many of them critical of Gingrich, and a total at least seven times bigger that the investment made by the former House speaker and an organization supporting him.

Obama's political timeline was a different one, Election Day on Nov. 6. In a campaign-style appearance in Iowa, he demanded Congress approve a tax increase for anyone like Romney whose income exceeds $1 million a year.

"If you make more than a million dollars a year, you should pay a tax rate of at least 30 percent. If, on the other hand, you make less than $250,000, which includes 98 percent of you, your taxes shouldn't go up," he said after touring a manufacturing plant in Cedar Rapids and in a state that he won in 2008 that was expected to be a battleground in the fall.

"This is not class warfare," he said. "That's common sense."

As Obama surely knew, it was an offer Gingrich, Romney and the anti-tax Republicans in Congress are likely to find easy to refuse.

Referring to Obama's call in the speech for Congress to end tax breaks that encourage companies to ship jobs overseas, Romney said he didn't know of any.

Instead, he said the president presides over "the most anti-business, anti-investment, anti-job creator administration I've ever seen, and so, what I'll do ? I'll get America to work again. I spent 25 years in business."

Gingrich was far harsher at an appearance in Miami.

"If he actually meant what he said it would be a disaster of the first order," Gingrich said of the president's call for higher taxes on millionaires.

The former House speaker said the president's proposal would double the capital gains tax and "lead to a dramatic decline in the stock market, which would affect every pension fund in the United States."

"It would affect every person who has a 401(k). It would attack the creation of jobs and drive capital outside of the United States. It would force people to invest overseas. It would be the most anti-jobs single step he could take," he said.

Under current law, investment income is taxed as the rate of 15 percent, a fact that has come to the fore of the campaign in recent days with the release of Romney's income tax return.

Wages, by contrast, are taxed at rates that can exceed 30 percent.

Electability is the top concern for GOP primary voters, according to polls taken in the early primary and caucus states, so both Republicans were eager to paint a contrast with the president.

But Romney and Gingrich also focused on the Florida primary now seven days distant.

Romney has long led in the state's polls, but Gingrich's upset victory last Saturday in the first-in-the-South primary in South Carolina revitalized his candidacy and raised questions about the former Massachusetts governor's staying power.

Former Pennsylvania Sen. Rick Santorum is also on the ballot, as is Texas Rep. Ron Paul.

But Santorum has been sinking in the polls as Gingrich rises, and Paul has indicated he intends to bypass the state to concentrate on caucuses to be held elsewhere.

That gives Florida the feel of a two-man race, and Romney and Gingrich are treating it that way. The two men sparred heatedly Monday night in a debate that virtually relegated Santorum and Paul to supporting roles.

A second debate is set for Thursday in Jacksonville. And if their separate appearances during the day on the Spanish-language television network Univision is a guide, it will be as feisty as the first.

Gingrich referred acidly to Romney describing a policy of "self-deportation" as a way of having illegal immigrants leave the country without a massive roundup.

"You have to live in a world of Swiss bank accounts and Cayman Island accounts and automatically $20 million income for no work to have some fantasy this far from reality," he said, referring to some of the details disclosed this week when the former Massachusetts governor released his tax returns.

"For Romney to believe that somebody's grandmother is going to be so cut off that she is going to self-deport, I mean, this is an Obama-level fantasy."

Romney's campaign swiftly produced evidence that aides to Gingrich had used the term "self-deport" approvingly, and the former governor attacked.

"I recognize that it's very tempting to come out to an audience like this and pander to the audience," Romney said. "I think that was a mistake on his (Gingrich's) part."

Gingrich also ran into trouble over a radio ad his campaign was airing that called Romney "anti-immigrant." Sen. Marco Rubio, R-Fla., who is neutral in the presidential race, criticized the commercial, and Romney said the term "anti-immigrant" was an epithet. The campaign took the ad off the air.

Gingrich made a stop in Cocoa, center of the state's now-withered space industry, and he cheered his audience by envisioning construction of the first permanent base on the moon. He also promised a "robust industry" of "commercial near-earth activities" to include science, tourism and manufacturing.

He said he hopes to stimulate investment by having the government offer prizes to private companies, but he did not elaborate. For Obama, Iowa was the first of five stops in three days following a State of the Union speech in which he stressed the theme of income equality that is expected to be one of the cornerstones of his re-election campaign. He also wove in proposals to help restore the U.S. manufacturing base that has withered in the course of the recession that began in 2008.

"Our economy is getting stronger, and we've come too far to turn back now," he told workers and guests at a conveyor manufacturing plant in Cedar Rapids. Speaking of Republicans, he said, "Their philosophy is simple: We're better off when everyone is left to fend for themselves and play by their own rules."

It's a message that may be received differently depending on the local economy.

Iowa's unemployment was most recently measured at 5.6 percent, well below the national average. In Arizona, which has its primary in four weeks, joblessness is 8.7 percent, while Nevada's at 12.6, the highest in the country. Its caucuses are Feb. 4.

China's New Year: there be dragons, but not enough train tickets

This weekend, hundreds of millions of Chinese will return to hometowns to celebrate the Chinese New Year of the Dragon. But the annual pilgrimage is marked by the annual struggle at the train station.

Is this any way to run a railroad? Some 235 million Chinese travelers have their doubts.

Every year at the Chinese New Year the Ministry of Railways has the same problem: carrying the hundreds of millions of people who want to go home to celebrate the new year, China?s biggest holiday with their families. And every year it is a nightmare.

Passengers have long complained about endless lines at ticket offices or about paying high prices to scalpers who corner the market; and that?s before they even get on the train to brave agonizingly long and cramped journeys. Being with family at new year is like Thanksgiving and Christmas wrapped into one for Chinese.?

So this year, as China prepares to usher in the Year of the Dragon on Sunday, the Ministry offered holidaymakers the chance to buy their tickets online.

That would have been a good idea, except that its server collapsed under the strain.

On Jan. 9, the ticket booking website took 1.4 billion hits, the Ministry said.

The ensuing crash left a lot of disgruntled customers.?

?I tried on the Internet for a whole day but I never managed to log on,? says Fan Zhixin, who works in a website?s finance department, as she lined up for a ticket outside Beijing?s central station on Thursday.

Eventually, she recounted, she had reached the sales office on the phone, ?but by the time I got through all the seats had been sold, so I had to buy a standing only ticket.?

Since her journey to Ulanhot, in Inner Mongolia, was going to take 20 hours and the idea of standing in a crowded corridor for that long was too appalling, Ms. Fan was making one last bid for a seat.

As she dreaded, there were none. ?This will be very terrible,? she says, wheeling her imitation Louis Vuitton suitcase through the crowd toward the platform.

Ma Anjia, a migrant construction worker heading for his hometown in Shanxi, 16 hours West of Beijing, had secured a seat, but no thanks to the new Internet booking system. In fact, that had made it harder for him.

?I don?t know how to use the Internet,? Mr. Ma laughs. ?I queued up.?

But because tickets became available online two days before they were sold at railroad ticket offices, he kept finding the agencies had sold out. ?I went to five or six different places and waited hours at each one before I managed to buy the tickets I needed,? Ma says.

Still, at least he should be home before the weekend.

Travelers leaving things until the last minute have something else to worry about: Weather forecasters are warning that a wave of snow and rain over the coming days could make travel even more tricky.?

Braun makes passing reference to drug test

NEW YORK (AP) ? Ryan Braun referred only in passing to his positive drug test and possible 50-game suspension as he accepted the National League MVP award at a black-tie dinner Saturday night.

After congratulating other award winners and thanking teammates, family, and the Milwaukee organization, the Brewers left fielder, speaking before a crowd of around 800 in a hotel ballroom, thanked the Major League Baseball Players Association for supporting him through his entire career, "especially for supporting me through everything I've went through over the last couple of months."

ESPN.com first reported in December that Braun had tested positive in October. Braun's grievance appeal before arbitrator Shyam Das to avoid a suspension began Thursday.

"You know, sometimes in life, we all deal with challenges we never expected to endure," Braun told the crowd. "We have an opportunity to look at those challenges and view them either as obstacles or as opportunities, and I've chosen to view every challenge I've ever faced as an opportunity and this will be no different. I have always believed that a person's character is revealed through the way they deal with those moments of adversity."

Braun, the NL Rookie of the Year in 2007, hit .312 with 33 home runs and 111 RBIs last season in leading Milwaukee to the NL Central title. He was not available to take questions from reporters Saturday night, his first public appearance since news broke about the positive test.

Braun's appearance overshadowed a sometimes funny, sometimes poignant 89th dinner of the BBWAA's New York chapter that honored, among others, former Mets catcher Gary Carter, who is fighting brain cancer. The Hall of Fame slugger was represented by his three children.

Carter received the "You Gotta Have Heart" award. Fighting tears, his pregnant daughter, Chrissy, said: "I'll tell my dad about the standing O ? he'll like that."

Also honored was Yankees head athletic trainer Gene Monahan, who retired at the end of last season after 49 years with the organization.

Monahan, the night's final award recipient, was honored for long and meritorious service to baseball. He was introduced, appropriately, by Yankees closer Mariano Rivera ? who had earlier received the "Toast of the Town" award. In an emotional speech, Monahan acknowledged late Yankees owner George Steinbrenner on several occasions and concluded by saying, "To do what you do the best and love the most, that's what happiness is all about."

Don Newcombe, 85, elicited laughter as he introduced Tigers ace Justin Verlander, who joined the former Brooklyn Dodgers pitcher as the only players to win a Cy Young Award, MVP trophy and Rookie of the Year.

On a Mets-themed evening that acknowledged the 50th anniversary of the team's first season, Frank Thomas, Jay Hook and Al Jackson spoke on behalf of the 1962 Mets, remembered for their 40-120 record.

Former Mets player and manager Bobby Valentine was lightly and briefly booed when introduced as Boston's new manager. Valentine joked about traveling from the Boston chapter's Thursday dinner before introducing Yankees reliever David Robertson, who received an award for community service.

Former Mets and new Miami shortstop Jose Reyes accepted the writers' "Good Guy" award, and outfielder Tommy Davis received the "You Could Look It Up" award, honoring the 50th anniversary of his 153-RBI season with the Los Angeles Dodgers.

Stu Sternberg, principal owner of the Tampa Bay Rays, accepted Manager of the Year and AL Rookie of the Year on behalf of Joe Maddon and Jeremy Hellickson, respectively. Maddon, who spoke by video, is on vacation with his wife in the Greek islands, a trip planned in early September, before the Rays made their big comeback to reach the AL playoffs.

Cardinals third baseman David Freese was in attendance to accept the Babe Ruth award as postseason MVP.

ELGIN, S.C.--It can take my mail-lady more than the average 10 seconds to fill my box these days. Earlier this week, she even had to roll back, because she thought she might have missed something. I was able to walk out to greet her before she got through cramming everything in.

"Make sure all my campaign stuff is there," I said.

"Oh absolutely," she said. "We have to suffer to put it in, and you have to suffer to take it out."

That day's mess of campaign pottage brought the usual: two flyers from Mitt Romney, one from Ron Paul and, bless his heart, a flyer from Rick Perry--who had already dropped out of the race and endorsed Newt Gingrich.

His flyer had a different message. It urged me not to waste my vote on Newt Gingrich, or Rick Santorum.

After resigning from Congress, the flyer said, Gingrich made $1.6 million from Freddie Mac, a lending institution that "helped create the housing crisis." Gingrich advised both lenders, "in his capacity as a 'historian,'" the flyer added. "But Americans have had enough history with insiders who use their previous service to make a quick buck."

Also, Santorum "sold out his conservative principles" when he backed Sen. Arlen Specter, who turned Democrat and helped pass Obamacare.

It was, obviously, too little and way too late, but the bad timing of this missive offers some insight into just how nervous campaigns become in the final clinch.

Looking at that sad little flyer from Perry, I could sense the sheer sweaty anxiety as his campaign finally crumbled. Surely a flurry of phone calls went back and forth: Have you sent out that Perry flyer? No? Well hold off, let me call headquarters ... Yes, they're saying don't send it ?no, they're saying do send it, yes, go, get to the P.O. by five ? Hi, me again, you didn't already send it, did you? You did? Damn?

If you let your campaign mail pile up for a week instead of throwing it away, and stop clicking the channel when attack ads come on--both of which I did for the sole purpose of writing this article--the daily barrage serves as a barometer of who's leading, who is closing in, who has the most cash, and who is desperate.

The flyer was the first piece of mail I'd seen from Perry in weeks. Newt Gingrich, who at this writing is either threatening Romney's lead or has overtaken it, hasn't been much of a mail guy either: two flyers, both hitting Romney, one for his "Pro-Abortion Record" and one for his deficit-reduction plan. Not only that, Romney is the "second most dangerous man in America."

Yes, it's that time in the campaign. If you have red meat, please throw it to the crowd.

I haven't received squat from Santorum (but you can't miss him on TV, either boosting himself in his own ads or being attacked in someone else's). The only real players in the mailbox battle, so far as I can tell, are Mitt Romney and Ron Paul?the leading candidate and the man in third.

The Romney flyers are confident. They are the work of someone shoring up his base. Although the former Massachusetts governor is trying to remind everyone that he is not a so-called "Washington insider," he is also letting people know that he has the approval of the establishment. He has the endorsement of South Carolina's governor, Nikki Haley, and he kinda sorta has the blessing of Jim DeMint, South Carolina's U.S. senator from the tea party. (Actually, DeMint hasn't endorsed anyone, but he did say something Romneyish in 2007, and again in 2012. Both quotes are on one of the flyers.)

Romney's attack mail focuses squarely on Gingrich and Santorum, easily and effectively using images to make his case: Newt's scowling, porcine head versus? Romney's tall, Lincolnesque bearing; ?Santorum biting his lip in frustration versus smiling, confident Romney, backed by an American flag and an applauding Nikki Haley.

Romney doesn't, so far as I can tell, even acknowledge Ron Paul, although Paul obviously can't afford not to notice Romney. The other day I got a letter from Paul: "Do you believe Palmetto State workers should be forced to pay a union boss just to have a job and feed their families?"

Although Paul lets his libertarian freak flag fly during debates, on the home front he knows that you can't really win my state without appealing to the hard right: against unions, against abortion, against Obamacare. A few days ago, he sent a long letter detailing his anti-abortion stance. Just after that, he sent a DVD.? He says everything pro-lifing, climate change-denying, immigrant-loathing voters want to hear: Romney "said abortion should be legal"; Gingrich "wants to give illegal aliens citizenship"; Perry "endorsed environmental fraud Al Gore for President." He's a 76-year- old man with a one-time title shot, and it shows.

By its nature, the TV campaign is louder and more relentless, as every commercial break on the Today show and the local evening news is filled with voices cancelling each other out, as each candidate proclaims he's the only one who can beat Obama.

Ron Paul goes after Gingrich and Santorum as "serial hypocrites" who "can't be trusted." Gingrich likewise attacks Romney as a pro-abortion governor who "can't be trusted." Romney's Restore America's Future Super PAC, in an ad of perhaps questionable effectiveness, hits Gingrich because he keeps on admitting to making mistakes-- a bad thing, apparently. More to the point, Paul outlines Gingrich's contradictions, using clips of Rush Limbaugh, Megyn Kelly and Ed Schultz, while a creepy Phillip Glass-like score plays ominously in the background.

"This is the cauldron," Henry McMaster, the state attorney general, told me last week at the University of South Carolina's Moore School of Business, where his candidate Jon Huntsman was fielding questions. "We're out of the frying-pan and into the fire, because South Carolina, historically, beginning in 1980, is the one who picked the president."

Last weekend, his man had picked up the endorsement of The State newspaper. He dropped out mere hours later.

That's how fast it goes in this ongoing battle for the vote of Current Resident, set to conclude today. The mail lady and I are looking forward to it.

Several years ago we covered how you can make a DIY heating pad by sewing a pocket out of an old t-shirt and adding dried beans and/or rice, but if you need it now or don't have sewing skills you can get the same effect by putting dried beans or rice in a clean sock or pillowcase.
Just make sure you tie the sock or pillow so the rice or beans can't escape. Tool blog Cool Tools recommends microwaving for 1-2 minutes to produce up to 10 minutes of heat. They also note that after several uses as a heat pad the rice will start to break down, so you may want to retire the rice after a few days of heavy use. Full Disclosure of Romney's Faith and Finances Is a Must (ContributorNetwork)

COMMENTARY | At Thursday's Republican debate in South Carolina, the pressure got turned up a notch on Mitt Romney to release his tax returns. Given how removed his financial situation is from that of most Americans, this seems a reasonable request.

In any case, and despite the candidate's obvious reluctance, it is one that is likely to be fulfilled. There is another matter Romney is even more unwilling to discuss but which is guaranteed to cause an even bigger problem for Republicans if not brought out into the open at the earliest possible date: his faith. Just as Romney's finances are foreign to most Americans, so is his Mormon religion. Full disclosure is required in each case.

I take it that unless we want to be accused of ascribing to a massive double standard we can put aside the question of whether a candidate's faith is a legitimate subject of inquiry. The obsessive coverage in 2008 of President Barack Obama's relation with Trinity United Church of Christ in Chicago has demonstrated that a potential president's religious affiliation is a justified focus of press coverage.

Indeed, the controversy surrounding the teachings of Rev. Jeremiah Wright provides a single standard that could be reasonably applied to any candidate's religious affiliation: When a candidate's faith, creed, or teaching veers wildly from mainstream religious thought, it deserves an added level of scrutiny.

If there is one defining trait of the three great world Abrahamic religions -- Judaism, Christianity, and Islam--it is that they all are monotheistic. That is, they all believe there exists a single, all-powerful God. This contrasts with polytheism found in many ancient religions as well as with the conception of divinity in Hinduism or Buddhism. By comparison, Mormonism teaches that there are many Gods and that humans can become gods and goddesses in the celestial kingdom. As it was famously put by Lorenzo Snow, fifth president of the Church of Jesus Christ of Latter-Day Saints, "As man is, God once was; as God is, man may be." So when Bob Jones III declares, as he recently did on CNN, that "Mormonism is not Christianity," he is not uttering hateful or even untrue words but stating what is theologically uncontroversial.

Given that a large majority of Americans identify themselves as Christian, this puts Romney's church outside of mainstream American religious thought. Of course in a country that is founded on religious freedom, this does not disqualify Romney from the presidency. But it does make it more than likely that a full accounting of Romney's faith will be even more essential than a full accounting of his finances if America is ever to become comfortable enough with the man to elect him president.

JERUSALEM ? A former Israeli military intelligence chief says Iran has all the components to build a nuclear bomb, an Israeli newspaper reported Thursday.

It was not clear whether Amos Yadlin, who retired in November 2010, was referring to the mechanical elements of a bomb or implying the Iranians have sufficient weapons-grade uranium, a critical ingredient for bombmaking.

Still, his remarks reflect the prevalent view in Israel that Iran is on the cusp of producing a bomb ? a view at odds with the American assessment that Iran won't have bombmaking capabilities for years.

"If the Iranians get together tonight and decide to secretly develop a bomb, then they have all the resources and components to do so," Yadlin told Maariv.

Israel considers Iran to be the most fearsome of its foes, citing its nuclear program, arsenal of long-range missiles and repeated references to Israel's destruction. It has been lobbying the international community for years to block Tehran from becoming a nuclear power.

Tehran claims its nuclear program is designed solely to produce energy and medical isotopes, not weapons. But a report late last year by the U.N. atomic energy agency bolstered the Israeli and U.S. contention that Iran wants to manufacture weapons.

On Wednesday, Israeli Defense Minister Ehud Barak said Iran has not started to actually make bombs because that could draw harsher international sanctions and other actions against it.

International anxieties over Iran's intentions have intensified in recent weeks over U.S. and European moves to step up sanctions against Tehran, Iranian threats to shut down a key channel for the world's oil supply if Iranian oil exports are blocked, and the assassination of the deputy director of an Iranian uranium enrichment site.

In this jittery climate, the U.S. military chief, Army Gen. Martin Dempsey, is due to arrive later Thursday in Israel on his first official visit. Israeli media analysts have speculated he will warn Israel not to launch a military assault against Iran.

Israel, which targeted an unfinished Iraqi nuclear reactor in a 1981 airstrike, has said it prefers to pressure Iran through sanctions. But Yadlin, in his interview with Maariv, reiterated Israel's longstanding position that "the military option must be on the table" as a deterrent.

President Barack Obama seemed to be making the same point when he told Time magazine in an interview extract released on Wednesday, "We don't take any options off the table in preventing (Iran) from getting a nuclear weapon."

Israeli Defense Minister Barak said Israel was "very far off" from deciding whether to launch a military strike on the Iranian nuclear program, though he didn't give a timeline for a decision.

TOKYO ? The author of a new book on North Korea says late leader Kim Jong Il's eldest son believes the country now run by his young half brother could fail without economic reforms.

In his book "My Father, Kim Jong Il, and Me," which went on sale this week, Tokyo-based journalist Yoji Gomi describes the oldest son, Kim Jong Nam, as an intelligent gentleman who understands his country's problems.

Gomi says he met Kim Jong Nam by chance in Beijing in 2004. The brief encounter gave him just enough time to ask him who he was and hand him his business card. That led to over 150 emails spanning nearly eight years, and two interviews last year totaling seven hours, he told The Associated Press on Friday.

The book is a rare view into the family that has led the secretive country for decades. Since Kim Jong Il's death on Dec. 17, North Korea has been led by his youngest son, Kim Jong Un.

The book cites Kim Jong Nam's concerns over his brother's inexperience. In an email dated Jan. 3, Gomi's last contact from him, Kim Jong Nam wrote that "Jong Un will just be a figurehead, and the existing group of people who wield power are likely to take over my father's work," Gomi writes.

Kim Jong Nam believes that rigid North Korea must make Chinese-style economic reforms, and as a result fell from favor with his father, said Gomi, a Tokyo Shimbun newspaper journalist who had assignments in Seoul and Beijing.

"He dropped out of the succession race because he angered his father by calling for economic reforms and an open-door policy," Gomi said.

"Without reforms and liberalization, the collapse of the economy is within sight," he quoted Kim as saying in the book. "But reforms and opening up could also invite dangers for the regime."

Kim Jong Il is known to have three sons ? one from his second wife and two from his third.

Kim Jong Nam was seen as a possible successor until 2001, when he embarrassed the government by being caught trying to enter Japan with a fake passport. He said he wanted to visit Tokyo Disneyland.

He now spends much of his time in mainland China or in Macau ? the center of Asian gambling.

Gomi says his image in the media as a frivolous spendthrift is not what he really is.

"He had a very courteous demeanor, he was intelligent and very gracious in the way he spoke," Gomi said. "After having deeper conversations with him, I felt his analysis was insightful and he understands North Korea's weaknesses."

Soon after Kim Jong Il's funeral, Kim Jong Nam suggested in an interview with a Japanese TV network that he opposed the hereditary transfer of power to his young half brother ? a rare public sign of discord in the tightly choreographed succession process.

Gomi said Kim Jong Nam doesn't seem eager to become leader but is envious of his half brother's ascension.

"I get the impression that he thinks 'I used to be in that position, but now someone who's much younger than I, in his 20s, is in that seat. That isn't right. I can do a better job,'" he said.

Gomi said he thinks Kim Jong Nam is likely to continue living abroad, mostly in China.

"I would have liked to see him take the leadership. It's fun to imagine at least," he said. "If he were leader, I think North Korea would become much closer to Japan and South Korea. But because he is easy going, the country might collapse anyway."

The defense official who said all six were Marines spoke on condition of anonymity because the U.S. command in Afghanistan had not yet publicly released details, including the nationalities of the dead.
The official says there is no indication that the helicopter was hit by enemy fire.

ADDIS ABABA, Ethiopia ? An Ethiopian court on Thursday found three journalists, a politician and a politician's assistant guilty of conspiring to commit acts of terrorism, in a case that drew rebukes from rights groups who fear the country's anti-terrorism law is being used to suppress dissent.

The five were charged under Ethiopia's controversial anti-terrorism laws. Government spokesman Shimeles Kemal has said they were involved in planning attacks on infrastructure, telecommunications and power lines.

Alemu Gobebo, a private lawyer and a father of one of the defendants, called the case politically motivated. The five will be sentenced Jan. 26. They could face the death penalty.

Among the three journalist convicted were Reeyot Alemu, a columnist for the independent weekly Fetah and a former opposition member; Elias Kifle, editor-in-chief of a U.S.-based opposition website, who was tried in absentia; and Wubshet Taye, deputy editor-in-chief of the recently closed-down weekly newspaper Awramba Times.

International rights groups have been calling for the release of the journalists. Ethiopia recently found two Swedish reporters guilty of supporting terrorism and sentenced them to 11 years in prison.

Ethiopia has arrested close to 200 people, among them journalists and opposition politicians and members, under last year's anti-terrorism proclamation.

According to the Committee to Protect Journalists, more journalists have fled Ethiopia than any other country in the world.

Amnesty International said it does not believe there is any evidence that the five were guilty of any criminal wrongdoing. Claire Beston, the group's Ethiopia researcher, called the five "prisoners of conscience." She said a significant amount of the prosecution's evidence relied on the defendants' reporting of and alleged involvement in calls for peaceful protest against the government.

Human Rights Watch said the anti-terrorism law violates free expression and due process rights.

"The verdict against these five people confirms that Ethiopia's anti-terrorism law is being used to crush independent reporting and peaceful political dissent," said Leslie Lefkow, senior Africa researcher at Human Rights Watch. "The Ethiopian courts are complicit in this political witch-hunt."

MELBOURNE, Australia ? Defending champion Kim Clijsters cruised into the third round of the Australian Open and then showed just how much support she has at Rod Laver Arena by getting the crowd to sing 'Happy Birthday' to her younger sister.

Clijsters only needed 47 minutes to beat Stephanie Foretz Gacon of France 6-0, 6-1 on Wednesday, showing no signs of a hip problem that forced her to retire during a semifinal against Daniela Hantuchova at a warmup tournament two weeks ago.

She will meet Hantuchova in the next round here, and has a potential rematch of the 2011 Australian Open final with French Open champion Li Na in the fourth round.

Rafael Nadal and Roger Federer took differing paths against German rivals to the next stage. Nadal beat Tommy Haas 6-4, 6-3, 6-4 in the last afternoon match on Rod Laver Arena. Second-seeded Nadal had his right knee heavily taped again after hurting it while sitting in a hotel chair on the weekend, but it didn't seem to restrict him.

"Much better, I am very happy about how the knee is improving," Nadal said. "I am playing without problems, so that's OK."

Federer, who has won four of his 16 Grand Slam titles in Australia, got a walkover into the third round when Andreas Beck withdrew from their scheduled Hisense Arena match due to a lower back injury. It deprived Federer of a different view at Melbourne Park, where he has played every match in Rod Laver Arena since the third round of the 2004 Australian Open.

Eighth-ranked Mardy Fish became the first top 10 player on the men's side to lose, falling 7-6 (4), 6-3, 7-6 (6) to Colombia's Alejandro Falla.

No. 7 Tomas Berdych advanced 6-1, 6-0, 7-6 (4) over Olivier Rochus of Belgium, 2009 U.S. Open champion Juan Martin del Potro, No. 18 Feliciano Lopez and No. 30 Kevin Anderson all advanced.

"When the injury happened, it happened against Daniela," Clijsters said of the hip muscle spasms she had at the Brisbane International. "She's been playing well this season so far.

"We both go back a long way ? we grew up playing under-14s together. Now almost 30 ? still battling it out."

This was Clijsters best run at a major since the last Australian Open ? she lost in the second round at the French Open and didn't play Wimbledon and the U.S. Open.

Li is also returning to form, going further than she has a Grand Slam tournament since her breakthrough win at the French Open. She next plays No. 26 Anabel Medina Garrigues of Spain, who beat Olga Govortsova of Belarus 6-1, 6-0.

Li said she loved being back on Rod Laver Arena, where she burst onto the global tennis scene last year, while Clijsters still clearly feels at home on a court where she's still known as "Aussie Kim" long after her relationship with Lleyton Hewitt ended.

In a post-match TV interview, she asked presenter Rennae Stubbs a favor, saying her brother-in-law phoned her from Belgium to ask if she could convince the crowd to sing a birthday song for Elke, Clijsters' younger sister.

The crowd obliged, after Clijsters kicked it off.

Coming off a run to the final at last week's Sydney International, Li was the first woman into the third round.
Li, who will be 30 next month and is seeded No. 5 at Melbourne Park, said she had great memories of the start of 2011.
"I'm feeling always good to come back to Rod Laver Arena," she said, reflecting on how her life had changed dramatically since last season started. "This year is much better than last year ? more fans come to watch me play, not only from China but all over the world."
Serena Williams advanced to the second round in a match that finished after midnight, her ankle holding up to its first test since she sprained it in Brisbane two weeks ago. The only thing that bugged her, despite the 11:32 p.m. start on Tuesday, were the insects in a 6-3, 6-2 win over Tamira Paszek.
"I hate bugs more than you can imagine," Williams said. "Like, they kept jumping on me. Yuck!"
"I'm going to request not to play at night anymore because I hate bugs, except for the final. I heard it's at night," Williams said. "I'll try to get used to them."
She's now on a 15-match winning streak at Melbourne Park with back-to-back titles in 2009-10 and missing last year due to injuries.
Williams was playing only her third match since losing the U.S. Open final to Sam Stosur last September, so she admitted being "a wee bit tight." Wimbledon champion Petra Kvitova and No. 4-ranked Maria Sharapova also advanced.
Stosur didn't make the second round, losing 7-6 (2), 6-3 to No. 59-ranked Sorana Cirstea, but fans hung around to watch another Aussie hope. Hewitt, a two-time major winner, gave the night session crowd something to cheer when he beat Cedrik-Marcel Stebe of Germany 7-5, 6-4, 3-6, 7-5, winning the last six games to overcome two service breaks in the last set.
Hewitt's win put him into a second-round match against old rival Andy Roddick.

Tigers' Martinez injures knee, out much of 2012 (AP)

DETROIT ? Tigers star Victor Martinez has injured his left knee and is likely to miss most of the 2012 season.

The Tigers said Tuesday that the 33-year-old Martinez tore his left ACL last week during offseason conditioning. An MRI exam Monday in Lakeland, Fla., revealed the injury.

The team said the slugging designated hitter will be re-examined next week and surgery is expected.

Martinez hit .330 with 103 RBIs in 2011, helping Detroit win the AL Central in his first season with the Tigers. He signed a $50 million, four-year contract before last season.

Martinez and Miguel Cabrera were a formidable pair in the middle of the lineup, and manager Jim Leyland had nothing but nice things to say throughout the year about Martinez's upbeat presence in the clubhouse.

Although he spent some time on the disabled list early in the season with a right groin problem, Martinez was still able to play 145 games. He was brought in to fill the DH spot and also play occasionally behind the plate, but by the end of the season, it was hard for him to catch. Detroit signed Gerald Laird this offseason to be its backup catcher.

Martinez also hurt his ribcage during the postseason.

It's been a quiet offseason so far for the Tigers, who added reliever Octavio Dotel but kept their everyday lineup largely intact. With Martinez out, they might need to make another move to replace his bat. The pressure will also fall on Cabrera, catcher Alex Avila and shortstop Jhonny Peralta to repeat the productive seasons they had at the plate in 2011.

Detroit won its division by 15 games last year and reached the AL championship series, but if the Tigers were favorites in the AL Central heading into this season, their outlook just became a whole lot murkier.

Stocks rallied Tuesday on signs that Europe's debt markets remain resilient and China's economic slowdown has been gradual.
The Dow Jones industrial average was lately up over 100 points. The Standard & Poor's 500 index topped 1,300 for the first time since July, before the European debt crisis set off months of shocking volatility.
Debt auctions by Spain, Greece and Europe's bailout fund drew solid interest from investors Tuesday, easing fears that recent credit-rating downgrades would prevent them from obtaining funds. The downgrades had threatened to increase borrowing costs and intensify the region's debt crisis.

The Chinese government said earlier that its economy slowed less dramatically in the fourth quarter than analysts had expected.
The market was closed Monday for Martin Luther King Jr. Day.
Bank stocks were mixed after several of them reported earnings. Wells Fargo & Co. rose 1 percent after its results beat Wall Street estimates as its lending business improved. Citigroup Inc. fell 6 percent and M&T Bank Corp. fell 2 percent after their earnings fell short of estimates.
Carnival Corp. plunged 14 percent after a cruise ship owned by one of its brands capsized off the coast of Italy, killing 11 passengers. Italian prosecutors are charging the captain with manslaughter, causing a shipwreck and abandoning his ship before all passengers were evacuated.
Royal Caribbean Cruises Ltd. Co. fell 4 percent as analysts predicted ripple effects through the industry.
Overseas markets rose earlier Tuesday after Spain auctioned off billions in short-term debt at sharply lower interest rates, indicating strong demand for the nation's bonds. Spain's borrowing costs had spiked in recent weeks on fears it would be engulfed by the crisis and default on its debts.
Standard & Poor's downgraded Spain on Friday. The strong demand at the auction suggested that investors took the downgrade in stride.
Greece also auctioned off short-term debt on Tuesday at a lower rate than it had been paying. The fund to bail out Greece and other troubled nations also raised money, despite a downgrade on Monday, the Wall Street Journal reported.
The bailout fund's credit rating is based on the ratings of the nations that contribute to it. It was downgraded because S&P had cut ratings for most of the nations that use the euro and back the fund.
Earlier, the Chinese government said its economic growth slowed to 8.9 percent in the fourth quarter. That was the lowest in two and a half years, but still better than the 8.7 percent predicted by analysts.
A rapid slowdown in China would threaten the world economy because growth already is slowing in Europe and across the developing world. Demand from China is needed to offset the loss of demand elsewhere.
Asian and European markets also rose.
Among the other U.S. companies making big moves Tuesday:

Lions Gate Entertainment Corp. rose 4.7 percent after it agreed Friday to buy Summit Entertainment, owner of the blockbuster "Twilight" franchise, for $412.5 million in cash and stock.

R. R. Donnelley & Sons Co. lost 15.6 percent, the most in the S&P 500, after the printing company said its 2011 profit margin will be narrower than it had forecast earlier.

With a black-and-white aesthetic for most of the storytelling, the interactive elements of Numberlys are made to stand out by coloring them red. When a red object appears on the screen, you can tap it or otherwise interact with it to advance the story, recreate a moment, or make other actions happen. It?s a pretty neat game/movie/book hybrid in an app that kids should get a kick out of.

Seems like there?s a social network for everything in the App Store. You can share photos, share videos, share status updates and share your current reading list with the help of the Internet and an iPhone app. Banters expands your social networking capabilities even more, making it easy to share quotes among your friends.

A big update has just come through for Banters, allowing users to see featured quotes from all users right on the front page of the app, as well as those quotes shared by their friends in particular. Banters is sort of akin to Twitter, in that it includes small quotes that users can see and respond to within the network, but with less clutter. The posting process has also been simplified, with limits on messages removed, and more to make Banters work better for everyone.

Blockwick (iPhone, iPad) $0.99

Slide puzzler Blockwick is a simple enough concept, but in practice has all kinds of complexity built in. The game is all about moving colored blocks so that they touch blocks of like colors. You?ll have blue, red and yellow blocks to contend with, sometimes all at once, and your goal is to maneuver lots of blank blocks out of the way so you can match the colored blocks to defeat the level.

The complexity emerges with puzzles being filled with those blank tiles that come in various sizes and shapes. Some puzzles will be filled with tiny bits that need to be moved clear, requiring players to be able to see several moves down the line in order to be able to get blocks where they need to go. The first 60 puzzles in Blockwick are free. After that, more sets are available, each for a $0.99 in-app purchase.

A side-scrolling running game with Unreal Engine 3 graphics, Darkness Rush puts you in the role of a monster-type character: either a werewolf or a vampire. Your character runs through each level, dodging obstacles, collecting coins and earning crystals that go toward allowing you to transform into your bestial form. Once you?ve done that, you?re superpowered and can really start to do some damage.

As you plow through the game, you?ll destroy things like runes to regain magic power and dodge spikes and fireballs in order to keep yourself going. Coins you collect along the way can be used to purchase items that can get you further, and you?ll also attempt to complete mini-challenges along the way. It?s a bit like a horror story version of Jetpack Joyride, and it?s fun in all the same ways.

goo Research recently conducted their second regular survey into internet advertising.

Demographics

Between the 19th and 22nd of December 2011 1,071 members of the goo Research monitor group completed a private internet-based questionnaire. 52.8% of the sample were male, 16.2% in their teens, 17.8% in their twenties, 21.5% in their thirties, 16.3% in their forties, and 28.1% aged fifty or older.

I don?t click on many adverts ? I run a blocker at home, and at work I turn off the display of images and disable flash as I find a lot of advertising just far too ugly. If I click on an advertisement it will be either a Google text ad or a specific affiliate link where I want to share some benefit with the person who introduced me to the item or service I am purchasing.

CES 2012: Makerbot Replicator prints large 3D objects in two colors (Yahoo! News)

Regular printers may be boring, but 3D printers are not. Not only can they be used to create new bones and military spiderbots, they can also be used to make figments of your imagination come to life. If you're thinking of getting your own, check out the newly-announced MakerBot Replicator. Sure, you can't print a car out with it, but it can at least make larger objects that its predecessor, the Thing-O-Matic. It can also use two colors at once.

MakerBot Industries, which makes artificial hermit crab shells on the side, unveiled the Replicator at the recent 2012 Consumer Electronics Show in Las Vegas. The company's new product can make objects as big as a loaf of bread, which is great if you have super sized printing needs. You can even choose between the kind of plastic Lego bricks are made of or biodegradable corn plastic for its feedstock, which is what you call the spools of material it uses to print your creations. It can make you dual-colored figures, too, though this feature will cost you extra.

Unlike the Thing-O-Matic that you have to build on your own, the Replicator will be shipped fully-assembled. This means it comes ready to print objects that you've either designed on your own using a 3D modeling program or downloaded from the internet. Now available for pre-order, the basic Replicator model will cost you $1,749, while the one that's capable of dual-color printing costs $250 on top of that.

International experts to recommend key issues as Canada prepares to assume Arctic Council chair

With an eye on rapid changes in the resource-rich Arctic, countries like China, India and Brazil, which have no Arctic territories, are nonetheless knocking on the door of the increasingly influential Arctic Council looking for admission as permanent observers.

The issue has divided existing members, with Russia and Canada most strongly opposed. It is among the major questions with which Canada will have to grapple as it prepares to chair the Council next year.

It will also feature prominently on the agenda of a two-day meeting on the future of the Arctic Council, January 17-18 in Toronto: The 2nd annual Munk-Gordon Arctic Security Conference, which has attracted the participation of several experts, national ambassadors and indigenous leaders -- more than 100 participants from 15 nations in all.

Full members of the Arctic Council are Canada, Russia, the United States, Norway, Finland, Sweden, Iceland and Denmark (Greenland) the eight countries with Arctic territory. Six northern indigenous groups the Inuit Circumpolar Council, Arctic Athabaska Council, Gwich'in Council International, Sami Council, Russian Association of the Indigenous Peoples of the North (RAIPON) and Aleut International Association wield strong influence as permanent participants. The Arctic Council is the only international organization that gives indigenous peoples a formal place at the table. Another six non-Arctic nations sit in as observers today: the U.K., France, Germany, Spain, Poland and the Netherlands.

However, many more non-Arctic countries, which in addition to China, India and Brazil, include Japan, South Korea, the European Union and several individual European states, now want "observer" status, a step that some fear would significantly increase the influence of non-Arctic participants.

Many non-Arctic countries are interested in the Arctic as the "canary in the coal mine" that can teach them about how climate change will impact their own states. They are also interested in the potential access to the vast hydrocarbons and resources in the region and the cost-savings of using shorter Arctic shipping routes.

China has a research station in Norway's northern Svalbard Islands and is building an 8,000 tonne icebreaker.

A survey last year by the Munk-Gordon Arctic Security Program found that Arctic residents view China as the least attractive potential partner in the region.

Canada and Russia are the strongest opponents of expansion. Some fear a greatly enlarged contingent of observers would overwhelm the current members, particularly the indigenous groups. Others, however, warn that if the non-Arctic states aren't allowed at the table, they'll take Arctic concerns to other international bodies such as the United Nations General Assembly, and the Council's influence would diminish. On the other hand, membership fees charged to additional observers could help support the participation of the indigenous groups.

"The Council is struggling with this question," says Tony Penikett, Special Advisor to the Munk-Gordon Arctic Security Program and former Premier of the Yukon. "The non-Arctic states' interest is not just a fleeting fancy. For the Council to remain relevant, must it give them a larger role or remain an exclusive club?"

Another divisive issue: Should the Council, originally intended to make recommendations to member governments with a focus on environmental and sustainable development issues, expand its mandate to matters such as security, and aim to become a source of legally binding decisions? Scandinavian countries are the strongest supporters of such changes but others, particularly the United States, do not wish to see the Council enlarge its scope.

The forum in Toronto will recommend the issues Canada should pursue as Council chair.

Mr. Penikett says Canada has a great opportunity to become an influential Arctic power, and to ensure the resource-rich but fragile region doesn't become a "Wild West" where the views of long-standing residents are ignored.

The door to leadership opens wide in 2013 when Canada begins a two-year term as chair of the 16year-old Council, a governmental forum originally created to promote international co-operation in the North.

And it has proven its value, resolving territorial and other disputes. Council members, for example, have negotiated an agreement on search and rescue operations with another to deal with responses to oil spills under development. Boundary issues are being successfully managed under the United Nations Convention on the Law of the Sea.

As for the future, says University of Toronto historian John English, currently writing a history of the Council: "With rapidly growing global interest in Arctic resources, transportation and science, Canada will become Council chair at a strategic time. It has a golden opportunity to show leadership and shape the Arctic agenda."

"For Canada to be an Arctic leader and an Arctic power, we need to go beyond protecting our region through the purchase of jets, ships and satellites," says Madeleine Redfern, Mayor of Iqaluit, the capital of Canada's Arctic territory of Nunavut. "Canada needs to be a leader in science, research and development, governance and innovative solutions for our region. Despite our great challenges, including vast distances and climate, we also have immense opportunities in terms of resources and human potential. We northerners and Canadians all benefit from having strong, healthy and vibrant Arctic communities that contribute positively towards our nation's economy and security."

Tom Axworthy, President & CEO, Walter & Duncan Gordon Foundation, notes that, while counterpart entities in other Arctic states flourished, Canada has let its Canadian Polar Commission flounder. "While the Canadian Government has appointed a new board, adequate funding needs to follow these appointments for the Commission to be truly back in business," he says.

Entitled "The Arctic Council: Its place in the future of Arctic governance," the Toronto conference is a rare opportunity for representatives from all circumpolar states to meet policymakers and academics to examine the future of the Council and Canada's role within it.

A crucial question is how to ensure current structures are kept strong and effective enough to confront the pressures that will arise as the Arctic is opened to fossil-fuel and mineral exploration, international shipping, tourism and other developments.

Last year, the Walter and Gordon Duncan Foundation partnered with the Canada Centre for Global Security Studies at the University of Toronto's Munk School of Global Affairs to establish a four-year international Arctic Security Program to improve public policy in the circumpolar Arctic.

The Forum, January 17-18, will support the Arctic Security Program's next major project, developed jointly with the University of Lapland, to define the role of the Arctic Council and identify priorities moving forward as climate change focuses the world's attention more and more on the Far North. Conference outcomes will be detailed in an online publication this spring.

The conference will begin with a public session featuring original research contributions. Those with an interest in Arctic issues will share their views and add to the discussion on the future priorities of the Arctic Council.

The second day will be a closed session to provide an opportunity for senior decision-makers and policy-shapers to reflect on the recommendations put forth in the public session. It is expected that these discussions will result in concrete recommendations for Canada to take to the Arctic Council when it assumes the chair in 2013.

Tom Axworthy, President & CEO, Walter & Duncan Gordon Foundation, notes that, while counterpart entities in other Arctic states flourished, Canada has let its Canadian Polar Commission flounder. "While the Canadian Government has appointed a new board, adequate funding needs to follow these appointments for the Commission to be truly back in business," he says.

Entitled "The Arctic Council: Its place in the future of Arctic governance," the Toronto conference is a rare opportunity for representatives from all circumpolar states to meet policymakers and academics to examine the future of the Council and Canada's role within it.

A crucial question is how to ensure current structures are kept strong and effective enough to confront the pressures that will arise as the Arctic is opened to fossil-fuel and mineral exploration, international shipping, tourism and other developments.

Last year, the Walter and Gordon Duncan Foundation partnered with the Canada Centre for Global Security Studies at the University of Toronto's Munk School of Global Affairs to establish a four-year international Arctic Security Program to improve public policy in the circumpolar Arctic.

The Forum, January 17-18, will support the Arctic Security Program's next major project, developed jointly with the University of Lapland, to define the role of the Arctic Council and identify priorities moving forward as climate change focuses the world's attention more and more on the Far North. Conference outcomes will be detailed in an online publication this spring.

The conference will begin with a public session featuring original research contributions. Those with an interest in Arctic issues will share their views and add to the discussion on the future priorities of the Arctic Council.

The second day will be a closed session to provide an opportunity for senior decision-makers and policy-shapers to reflect on the recommendations put forth in the public session. It is expected that these discussions will result in concrete recommendations for Canada to take to the Arctic Council when it assumes the chair in 2013.

Ethiopia's 'grand dam' rouses citizens, dismays critics

In April, Ethiopia's Prime Minister Meles Zenawi announced plans to build Africa's largest hydropower plant along Blue Nile river. The project is popular, but lack of transparency is a concern.

In the western fringe of Ethiopia on the banks of the Blue Nile river, the nation's Prime Minister Meles Zenawi thundered that the country would overcome all obstacles to complete Africa's largest hydropower plant.

"No matter how poor we are, in the Ethiopian traditions of resolve, the Ethiopian people will pay any sacrifice," he said. "I have no doubt they will, with one voice, say: 'Build the Dam!'"
The government portrays the dam as a 5,900-foot long, 475-foot high beacon of progress that will banish the country's reputation for famine and dependency. The?$4.8 billion Grand Ethiopian Renaissance Dam will lift the country out of poverty, the government argues, by electrifying the country's industrialization and making Ethiopia a regional power-hub - and all without a drop of the aid Ethiopia is synonymous in the West for.
But critics?worry that the country?may have taken self-sufficiency and ambition a bit too far in the way it pushed?ahead with its largest-ever project unilaterally and with little transparent planning.
Secrecy has shrouded the 5,250-megawatt plant, nearly 20 miles?from?the Sudanese border.?Although the site was identified in 1964, the decision to go ahead?with what had been known as Project X became public less than a month?before construction began on April 2.
Its unveiling shocked a host of interested parties.
At a launch in Addis Ababa, the Egyptian embassy's spokesman?was astonished to learn a reservoir more than twice the size of Singapore?would be created by a barrage Cairo had not been consulted on. Over?four-fifths of the water for the Nile, Egypt's lifeblood, comes from?Ethiopia's highlands, leading to historic tensions over usage.
Also uninformed was the Eastern Africa Power Pool, which was just putting the finishing touches on a regional integration study that leans heavily on exported Ethiopian hydropower. "We look forward to getting more information so we can factor it into our master plan,? Jasper Oduor, its Executive Secretary, said.
Similarly, the unilateral move was a blow to the Nile Basin Initiative, which is supposed to establish cooperative management of the river, and Norwegian consultants whose ongoing studies on a potential cascade of Blue Nile dams were rendered obsolete by the announcement.
The covert approach may have had the twin purposes of minimizing?foreign opposition to the scheme while maximizing?the impact of its announcement on Ethiopians - if so, it seems to be working.
Since Meles' speech, the public has been bombarded with advertisements, posters, reports, and speeches about the dam, as the state sells bonds to partially fund it. Most of a patriotic citizenry, who consider Egypt's domination of the Nile an acute injustice, approve of the scheme - even opposition politicians.
"We need this resource to lift people out of the abject poverty we have been wallowing in for centuries,? former member of parliament Temesgen Zewdie says. ?There?s no question it?s an idea the Ethiopian people support.?
The popular cause combined with the ruling party's extensive influence - around 1 in every 17 Ethiopians is a member - has made for a highly-effective fundraising campaign. Often following a collective decision at staff meetings, public and private sector workers have bought bonds, taking the total raised to 7 billion Ethiopian birr ($408 million) in September, according to Bereket Simon, a longstanding ally of Meles and co-head of a GERD Public Mobilization Council.

There?s no need to keep searching for the right actress, Warner Bros.; Gina Carano is Wonder Woman.? While you might think I?m joking around?.I?m not.? That?s because after watching director Steven Soderbergh?s awesome spy-action pic Haywire twice, I really believe Carano is who you?re looking for.? After everyone gets the chance to see her kick ass next week (the pic opens January 20), I?m extremely confident that fandom will agree with me.? Hire a new writer to craft a script with Carano in mind; they?ll be inspired.? I think one of the reasons Wonder Woman hasn?t come together is you didn?t know who to cast.? Thankfully, the search is over.

Being serious, after watching Haywire the second time, I kept thinking Carano would be great as Wonder Woman and it was on my mind when I sat down to talk to her a few days ago.? Below are some of the recommendations offered Monday to states and school districts on sexual education by a coalition of health and education groups.

_By the end of second grade, students should be able to: Use proper names for body parts; explain that all living things reproduce; identify different kinds of family structures; explain that all people have the right to not be touched; and explain why bullying and teasing are wrong.

_By the end of fifth grade, students should be able to: Describe male and female reproductive systems; understand changes during puberty; define sexual orientation as "the romantic attraction of an individual to someone of the same gender or a different gender;" define HIV and ways to prevent it; describe healthy relationships; define teasing, harassment, bullying and sexual abuse.

_By the end of the eighth grade, students should be able to: Differentiate between gender identity, gender expression and sexual orientation; explain the range of gender roles; describe the signs of pregnancy; compare and contrast behaviors including abstinence to determine the potential risk of disease transmission from each; define emergency contraception and its use; explain why a person who has been raped or sexually assaulted is not at fault.

Anger emerges in Nigeria strike as unrest possible (AP)

LAGOS, Nigeria ? Thick black smoke and flames rose Tuesday from the burning roadblock that cut off a highway linking Nigeria's mainland to the islands where the oil-rich nation's wealthy live. The bare-chested young men who live under the bridge said they had had enough.

"This is oligarchy, this is not a democracy!" shouted Danjuma Mohammed, as he stood before the fire holding rocks in his hands. "We are no longer afraid of you! We are ready for war!"

As the paralyzing nationwide strike called by labor unions Nigeria entered its second day Tuesday, protests by those angered by government corruption and inaction drew tens of thousands to the streets and remain largely peaceful. However, worrying signs of possible unrest have begun emerging in a multiethnic nation of more than 160 million people often violently divided by those who have and those who have not.

In Benin City in Nigeria's southwest, an angry mob killed five people and wounded at least six others Tuesday afternoon as they attacked the city's central mosque and a Quranic school, Nigerian Red Cross spokesman Nwakpa O. Nwakpa said. Monday, a mob tried and failed to set a mosque ablaze.

Authorities have tried to control violence in Nigeria, a nation divided into a mostly Christian south and Muslim north. However, a radical Islamist sect called Boko Haram has begun specifically killing Christians in the nation's northeast, leading to a call by a prominent Christian leader for worshippers to begin defending themselves.

The Benin City attack appeared to be a response to those killings.

"It looks like a reprisal from attacks in the north," Nwakpa said. "They took advantage of protests."

The national strike, which began Monday in Africa's most populous nation, came after President Goodluck Jonathan's administration removed subsidies Jan. 1 that keep gasoline prices low. Overnight, prices at the pump rose from $1.70 per gallon (45 cents per liter) to at least $3.50 per gallon (94 cents per liter). The costs of food and transportation also doubled in a nation where most live on less than $2 a day.

Jonathan insists that removing the subsidy was the right idea for Nigeria, saving the country an estimated $8 billion a year that he promises will go toward badly needed road and public projects. However, protesters who have joined the strike under the slogan of "Occupy Nigeria" say the time has come to end government corruption in a nation where military rulers and politicians have stolen billions.

More than 10,000 people again gathered peacefully at a park in Lagos. Elsewhere in the city of 15 million people, crowds remained more tense.

Dr. Tayo Konolafe, a gynecologist, led a group of young protesters, shouting that he would be ready to abandon his career and "hold a gun" to bring change in the country.

"Everybody is angry. A hungry man is an angry man," Konolafe said. "What we are passing through in Nigeria is not poverty ? it is penury."

Whether the government can hold back nationwide unrest remains unclear. Soldiers are deployed now in the country's restive central region over fears of ethnic and religious violence, in its northeast to fight Boko Haram and in its oil-rich southern delta to stop militancy. Those operations have had mixed success, while critics say the country's police force is more focused on collecting bribes from civilians than protecting them.

"I will not say it is easy, but we are trying to contain it," said Moses Onireti, a police spokesman in Oyo state, where demonstrations have been large. "These protesters are everywhere, everywhere."

Oyo state, as well as several others, have instated dusk-to-dawn curfews to try and control violent demonstrations.

Unrest could affect oil production in Nigeria, which produces about 2.4 million barrels of oil a day and is a top crude supplier to the U.S. However, most fields remain unmanned and offshore oil fields provide much of its capacity. Unions representing some oil workers have promised to also strike, but it is unclear what effect on production that has had.

The strike has closed Lagos' busy Apapa Port, cutting off important cargo shipments for the nation. Businesses remained shut, while more air carriers canceled more international flights to the country. Organizers say the strike will continue until the government restores the subsidies.

Meanwhile, anger in the street continues unabated. At the Ikoyi Island roadblock, a convoy of police escorting a member of the country's elite arrived, with officers loudly loading their Kalashnikov rifles in an attempt to drive the protesters away. Officers put out part of the flaming blockade with an extinguisher, but drove off, leaving the protesters behind.
Another convoy of unarmed officers arrived. They pleaded with protesters for calm but instead they threw stones as the officers put out the flames.
Throughout, the protesters shouted: "They will kill us and we will kill them!"

10 A/C Units Stolen from Glendale Church

GLENDALE - Copper thieves are at it again. This time their target was a Glendale church, and they didn't go after just one A/C unit.

Those thieves ripped off 10 units, stolen during two trips to one church.

The thieves first hit around 1:00 a.m. Monday, and returned for a second stash of A/C units a couple hours later.

Classes at the church at Arrowhead's nearly brand new children's facility were briefly put on hold after someone took off with 10 A/C units, stealing them for copper wire.

?It?s just sad in the short term this is going to affect our kids,? says church member Sara Carroll.

Carroll's son goes to Sunday school and Bible classes there. She says it?s a good thing the temperatures right now are mild.

?We?ve had theft here before on a minor scale, obviously this is a larger scale so it was a little shocking and disappointing.?

$100,000 worth of damage was left behind. You can see the crooks literally ripped out the air conditioners and hauled them away, leaving just a few pieces of copper wire behind.

Police began their investigation Monday morning collecting evidence and dusting for fingerprints.

Staff noticed a trail of oil, likely left by the getaway car.

There was a security camera installed in the parking lot, but the thieves had no problem ripping it off this pole and taking that with them as well.

Pastor Dennis Adams says he has considered increasing security, but isn't sure it would even help.

?There?s kind of no end to how much do you spend to protect versus how much do you spend on insurance,? says Pastor Adams.

He says he'll pray for the thieves who vandalized his church. He'd also like to see some justice as well.

Classes were postponed for one week ? officials hope to have new units installed by the end of the week.

It might still be a little early to name the big trend of CES 2012, but it's already clear that there's one thing we'll be seeing plenty of: inexpensive Android tablets. Little known Leader International is one of the latest to enter the fray, announcing its new Impression 10A and Impression 7A tablets. Those will set you back $299 and $179, respectively, with each running Android 4.0, and the more expensive model packing a 9.7-inch IPS display and a 1GHz Tegra 2 dual-core processor (as opposed to an unnamed 1GHz processor on the 7-incher). According to the company, you can look for both to be available at "major retailers" by the end of Q1.

Retail sales weak, jobless claims up (Reuters)

WASHINGTON (Reuters) ? U.S. retail sales rose at the weakest pace in seven months in December and first-time claims for jobless benefits moved higher last week, signs the economic recovery is shaky despite a recent pick-up in growth.

Retail sales increased a less-than-expected 0.1 percent, despite continued strength in auto purchases, a Commerce Department report showed on Thursday.

"The retail sales (data) suggests that spending isn't really picking up any momentum," said Sean Incremona, an economist at 4Cast Ltd in New York.

Robust factory output and improved hiring have fueled the view that the U.S. economy has so far resisted a global slowdown as the euro zone grapples with a likely recession.

A separate report showing 0.3 percent growth in business inventories during November buttressed the case the economy accelerated in the last three months of 2012 as firms restocked their shelves.

Many economists expect the economy grew at least 3 percent in annualized terms in the fourth quarter, although some analysts lowered their forecasts because of the weak retail sales data.

A Labor Department report that showed a surprisingly sharp increase in initial unemployment claims to a six-week high of 399,000 last week reinforced lingering concerns about the economy.

However, analysts said the government may have had trouble adjusting the claims for seasonal fluctuations following the holiday shopping season.

"We continue to view the labor market as gradually gaining momentum," said Troy Davig, an economist at Barclays Capital.

HEAVY DISCOUNTING

U.S. stocks were mostly flat, pausing after a three-day rally, while U.S. Treasury prices edged lower. Economists had expected retail sales to climb 0.3 percent.

Within the retail report, the government revised upward its estimate for November sales growth to 0.4 percent, suggesting consumers frontloaded their holiday shopping as retailers discounted heavily and extended store hours in the days following Thanksgiving.

By the end of the season, however, consumers cut back, with spending at electronics and appliance stores down 3.9 percent in December. Shopping at department stores slipped 0.2 percent.

Receipts at gasoline stations dropped 1.6 percent, a decline analysts partly attributed to falling prices.

Heavy discounting may have depressed retail sales for the entire season, said JPMorgan economist Michael Feroli, who also speculated the slowdown in December could be because consumers realized they had spent too much in prior months.

A recent drop in the saving rate has led many economists to think American shoppers were getting ahead of themselves.

"Consumers (are) coming back down to earth," Feroli said.

A 1.5 percent jump in sales of motor vehicles and parts helped lift the retail sector in December. Excluding autos, retail sales fell 0.2 percent, the first decline since May 2010.
With the health of U.S. consumers in question, housing still on the rocks and global conditions threatening, some Federal Reserve officials have said more monetary stimulus for the economy may be needed, although no action is expected at the next Fed meeting on January 24-25.
Even though growth likely accelerated in the fourth quarter from the 1.8 percent rate clocked in the July-September period, output is seen slowing in the first three months of this year.
A wave of foreclosures has kept downward pressure on home prices, although a report from real estate data firm RealtyTrac on Thursday showed foreclosure activity slowed last year as lenders tried to clean up problems in the foreclosure process, such as the "robo-signing" of loan documents.
Housing activity has remained weak, even though mortgage rates are at historic lows. The average rate on 30-year fixed rate mortgages hit a fresh record low of 3.89 percent this week, mortgage finance firm Freddie Mac said.

JOHANNESBURG (AP) -Tunisia beat 10-man Sudan 3-0 in United Arab Emirates Monday as teams entered the final countdown to the African Cup of Nations, which is less than two weeks away.
Striker Saber Khlifa of French club Evian scored early in Sharjah and Zouheir Dhaoidi and FC Zurich's Amine Chermiti added second-half goals in 2004 African champion Tunisia's penultimate warmup match ahead of its Cup of Nations opener against regional rival Morocco.
Sudan had Ala Eldin Yousuf sent off with just under 20 minutes to go for a high, mistimed tackle on Dhaoidi at Sharjah Stadium.
African Cup co-host Gabon was held 0-0 at home by Burkina Faso in another friendly as the Burkinabes wait to see if they will even be at the continental championship. Burkina Faso's participation was being considered by the Court of Arbitration for Sport after it was accused of fielding an ineligible player in qualifying.
A decision by CAS is expected Tuesday after Namibia appealed to sport's highest court over the eligibility of Burkina Faso's Cameroon-born defender Herve Zengue. Namibia lost out on a place at the Cup of Nations to Burkina Faso in qualifiers and had two protests over Zengue turned down by continental governing body, the Confederation of African Football, before going to CAS.
The hopeful Namibian squad has remained together and kept training and will play Zambia in a friendly international in South Africa this weekend.
Meanwhile, favorites Ivory Coast and Ghana had set up training camps ahead of Wednesday's deadline for the naming of teams' final 23-man squads for the 16-team tournament, which kicks off Jan. 21.
Ghana has based itself in South Africa in the run-in to the event in Gabon and Equatorial Guinea, while Ivory Coast will meet Tunisia in a friendly in Dubai on Friday and then play surprise qualifier Libya, also in U.A.E., early next week before heading to Equatorial Guinea.
Top-ranked Ivory Coast is in Group B with Sudan, Burkina Faso and Angola at the tournament.
Ayew brothers Andre and Jordan of France's Marseille joined up with Ghana's squad in Rustenburg, in north west South Africa, over the weekend ahead of the Black Stars' friendly with Bafana Bafana, who haven't qualified, on Sunday.
Asamoah Gyan was due Tuesday, the Ghana federation said, as he races to be fit for the start of the tournament. The Al Ain striker is struggling with a hamstring injury but has insisted he'll be ready for Ghana's opening game against debutant Botswana on Jan. 24.
Ghana also plays group games against Mali and Guinea.
Botswana's players had now called off a strike, reports said, after pushing for more money for the country's first-ever trip to the African Cup and refusing to train ahead of Saturday's disappointing 0-0 draw against Zimbabwe.
The Botswana FA said it could not afford to meet players' demands of bonuses of $13,000 each and further payments depending on how far the team progressed in the tournament.
Botswana coach Stanley Tshosane also named his final squad, joining Senegal and Morocco in announcing their final lists for the last African Cup of Nations to be held in an even year.
From 2013 Africa's showpiece will be held in odd years to avoid clashing with the World Cup, although qualifying for next year's event in South Africa was delayed this weekend after Swaziland withdrew because of a lack of funds and Lesotho asked for its preliminary tie with Sao Tome e Principe to be postponed because it couldn't find any flights to the tiny island state.

U.S. to Press China, Japan on Iran Steps

WASHINGTON?U.S. Treasury Secretary Tim Geithner headed to Asia on Sunday to seek support from China and Japan for boosting the financial pressure on Iran in an effort to prevent Tehran from developing nuclear weapons.

But winning their help could be complicated, coming shortly after the U.S. publicly chastised both countries for their currency policies and amid escalating trade tensions with Beijing.

The Obama administration's attempting to squeeze Iran's government by curtailing its oil revenue. The European Union is tacking the same tack, agreeing in principle last week to enact an embargo on all purchases of Iranian oil. A Dec. 31 law imposes U.S. sanctions on Iran's central bank and could penalize foreign firms that trade with the bank, which handles Iran's oil revenue.

Investors are watching nervously, because any retaliation by Iran could send oil prices skyrocketing and threaten a fragile global economic recovery.

A U.S. Treasury official said of the oil embargo, "We believe that a well-timed, phased reduction can cut Iranian revenues without disrupting international crude oil markets."

Defense Secretary Leon Panetta, speaking Sunday on CBS's "Face the Nation," said, "our red line to Iran is to not develop a nuclear weapon...the responsible thing to do right now is to keep putting diplomatic and economic pressure on them to force them to do the right thing."

A senior Iranian military commander on Sunday said that Tehran "won't allow a drop of oil to pass through the Strait of Hormuz" if the country's oil exports are blocked, according to the Associated Press, citing an Iranian newspaper. Mr. Panetta, in his interview Sunday, said, "We made very clear that the United States will not tolerate the blocking of the Straits of Hormuz."

The remarks came as Iran has begun uranium enrichment at a new underground site well protected from possible airstrikes, a hardline Iranian newspaper reported Sunday, the AP reported. They also came as Iran President Mahmoud Ahmadinejad arrived in Venezuela for the start of a four-nation tour of Latin America, seeking some moral support at a time when Iran faces growing international isolation over its nuclear program. Iran has denied that it is seeking nuclear weapons.

Mr. Geithner, who left Sunday for Beijing, faces strong resistance from China, the biggest export market for Iranian crude. Though China has curtailed its Iranian oil imports over a pricing dispute, it has declined to join the embargo. Japan is trying to avoid a full embargo of Iran -- a key supplier -- by reducing its imports of Iranian oil over time.

His agenda in Beijing will include other concerns generating friction between the two nations, including trade and currencies. China last month slapped new tariffs on some U.S. vehicles, while the Obama administration is pressing China on its trade practices on chickens and solar panels.

The U.S. has long maintained that China is keeping its currency, the yuan, artificially undervalued to juice its exports. But Treasury, in a report last month, declined to label China as a currency manipulator, despite harsh words over the country's practices.

Designating China as a "currency manipulator" would be a significant ratcheting-up of public pressure on Beijing, but in practical terms would do little besides trigger new talks between the U.S. and China on its currency. Although the Obama administration faces pressure from Congress to do it, analysts say the label would accomplish little if China isn't willing to negotiate.

"The administration is damned if it does and damned if it doesn't," said Edwin Truman, a senior fellow at the Peterson Institute for International Economics and former senior Treasury official. "Designating China at this point only makes you feel good and probably is counterproductive."

New signs of a global economic slowdown are limiting any prospect of faster yuan appreciation. Meanwhile, with China preparing to start a leadership change this fall, Beijing has little incentive to yield to U.S. economic concerns.

The U.S. Treasury official said Mr. Geithner would press China on Washington's continuing economic concerns. "Ensuring that American businesses and workers are competing on a level playing field with China is a top priority of this administration," the official said. "While we've seen some progress, there's still a long way to go and we will keep fighting for these priorities and delivering that message at every chance."

In Beijing, Mr. Geithner will meet Tuesday and Wednesday with Chinese Premier Wen Jiabao, Vice Premier Wang Qishan, Vice President Xi Jinping and Executive Vice Premier Li Keqiang. On Thursday in Tokyo, he will meet with Prime Minister Yoshihiko Noda, Finance Minister Jun Azumi and other senior government officials.

The meetings are expected to include a discussion of Europe's debt troubles. The U.S., Japan and China all believe euro-zone nations haven't done enough to stem the crisis.

The talks in Japan will be the first high-level meeting since Treasury, in the currency report last month, chided Japan for two unilateral market interventions last year to lower the yen's value. In unusually tough public words for its ally, Treasury said Japan "should take fundamental and thoroughgoing steps to increase the dynamism of the domestic economy, increase the competitiveness of Japanese firms ... and raise potential growth."

While Japanese officials gave no indication they would adjust their policies in response, the report reflected the Obama administration's concerns about measures by other countries that could hurt U.S. exports.

As the euro-zone turmoil worsens, investors are expected to seek haven in major currencies such as the dollar and the yen. Japan's interventions could limit the yen's appreciation temporarily, helping its exports, at the same time the dollar could rise, hurting U.S. exports.

"With the euro where it is, with capital not flowing that much to emerging markets, it's all coming back home to the U.S.," said Eswar Prasad, a Brookings Institution economist and professor of trade policy at Cornell University. "Right now the Japanese currency market is the only currency market with enough heft to share some of the burden of adjustment."

BEIJING ? U.S. Treasury Secretary Timothy Geithner is visiting Beijing this week looking for support for U.S. sanctions on Iran's oil industry, but will likely be disappointed.

China buys almost one-third of Iran's oil exports and has rejected the U.S. sanctions as a tool to rein in Tehran's nuclear program. That sets Washington up for a public setback if the government of the world's second-largest economy refuses to cooperate.

"China has no reason to go along with this," said Wang Lian, an Iran expert at Peking University's School of International Relations. "China does not want to be seen as helping the U.S. when China's own interest is concerned."

Geithner is to meet Wednesday with Premier Wen Jiabao, Vice President Xi Jinping ? in line to become China's next leader ? and Vice Premier Li Keqiang, another rising star.

Geithner on Tuesday night met with his counterpart, Vice Premier Wang Qishan, and told him that the two sides "share so many important interests and among those are increasing our cooperation on global economic issues."

U.S. officials say the talks also will touch on trade disputes and complaints about China's currency controls that critics say keep its yuan undervalued and give its exporters an unfair advantage, distorting trade at a time when Washington and other governments are under pressure to bring down unemployment.

China's trade surplus with the United States widened 24.2 percent to $17.4 billion in December, according to data released Tuesday.

Geithner also is due to visit Tokyo, another major buyer of Iranian oil, for talks after he leaves Beijing.

China has criticized U.S. sanctions on Iran, approved by President Barack Obama on New Year's Eve, as improper and ineffective. Beijing supported U.N. sanctions on Iran's nuclear program but says action should be multilateral.

The sanctions would target Tehran's oil industry by barring financial institutions from the U.S. market if they do business with Iran's central bank.

China's oil imports "have nothing to do with the nuclear issue," said a deputy foreign minister, Cui Tiankai, on Monday.

"We should not mix issues with different natures, and China's legitimate concerns and demands should be respected," Cui said.

Wang said Chinese opposition might be reinforced by Washington's latest military strategy report published last week. It singles out Beijing as a power with the potential to affect the U.S. economy and security.

Industry analysts say that even if China agreed, it would face formidable challenges in trying to replace Iran as an oil source.

China's fast-growing economy is the world's biggest energy consumer and imports half its oil. Some 11 percent comes from Iran, or about 600,000 barrels per day in November, according to energy market analysts Argus Media.

Still, Geithner's trip might not be wasted, because Washington is only starting a campaign to promote its sanctions, Wang said. He said China might face pressure to cooperate if other governments agree to comply.

"The U.S. is not wasting their efforts," Wang said. "Pressuring China is what they can do, but it is fairly difficult to get China to stand on their side."

Van Der Beek: It's great. Dean's a great sport; he totally gets it. He has great comic timing actually. It's kind of like a brotherhood of people who went through a show where the character's name is in the title. You look at each other, nod and go, "I understand." [Laughs] It was great to have Karina because it felt authentic. I did [ask for tips].

What kind of competitor is James on Dancing?
Van Der Beek: This guy is completely blind. He's so narcissistic to the point where he doesn't even realize there are other people in the universe sometimes. This is our way of skewering this kind of actor and pop culture in general. So when he joins Dancing with the Stars, he's convinced this is the be-all, end-all. Everything he does, he does with 100 percent commitment, which is one thing we share. When he first gets his partner, it's not the partner that's going to allow him to win. He just goes into complete panic mode and will stop at nothing until he gets the right partner.

Were you, yourself, nervous about doing the dancing routines?
Van Der Beek: I grew up playing sports, so it took me like four months to train for that one little scene. I went in thinking I've always wanted to learn how to dance. I'm a pretty good athlete; I could figure this out. After about three or four dance classes, I thought I was looking good, so we recorded it on an iPhone. I watched it and I was absolutely mortified. I look like a jock trying to fumble his way through it. It was horrible. I realized I really had to step it up so many more hours of training followed until I got to the point where it was good enough for the jokes to work. It did not come easily.

New operating system for space: High-tech tycoons (AP)

SEATTLE ? The tycoons of cyberspace are looking to bankroll America's resurgence in outer space, reviving "Star Trek" dreams that first interested them in science.

Microsoft co-founder Paul Allen made the latest step Tuesday, unveiling plans for a new commercial spaceship that, instead of blasting off a launch pad, would be carried high into the atmosphere by the widest plane ever built before it fires its rockets.

He joins Silicon Valley powerhouses Elon Musk of PayPal and Jeff Bezos of Amazon.com Inc. in a new private space race that attempts to fill the gap left when the U.S. government ended the space shuttle program.

Musk, whose Space Exploration Technologies will send its Dragon capsule to dock with the International Space Station in February, will provide the capsule and booster rocket for Allen's venture, which is called Stratolaunch. Bezos is building a rival private spaceship.

Allen is working with aerospace pioneer Burt Rutan, who collaborated with the tycoon in 2004 to win a $10 million prize for the first flight of a private spaceship that went into space but not orbit.

Allen says his enormous airplane and spaceship system will go to "the next big step: a private orbital space platform business."

The new system is "a radical change" in how people can get to space, and it will "keep America at the forefront of space exploration," Allen said.

Their plane will have a 380-foot wingspan ? longer than a football field and wider than the biggest aircraft ever, Howard Hughes' Spruce Goose.

It will launch a space capsule equipped with a booster rocket, which will send the spacecraft into orbit. This method saves money by not using rocket fuel to get off the ground. The spaceship may hold as many as six people.

"When I was growing up, America's space program was the symbol of aspiration," said Allen, who mentioned his love of science fiction and early human spaceflights. "For me, the fascination with space never ended. I never stopped dreaming what might be possible."

For those attracted to difficult technical challenges, space is the ultimate challenge, Allen said.

"It's also the ultimate adventure. We all grew up devouring science fiction and watching Mercury and Gemini, Apollo and the space shuttle. And now we are able to be involved in moving things to the next level," he said, adding that he admires people like his former Microsoft colleague Charles Simonyi who have gone into space to experience it.

Allen is not alone in having such dreams, and the money to gamble on making them come true.

Bezos set up the secretive private space company Blue Origin, which has received $3.7 million in NASA startup funds to develop a rocket to carry astronauts. Its August flight test ended in failure.

"Space was the inspiration that got people into high-tech ... at least individuals in their 40s and 50s," said Peter Diamandis, who created the space prize Allen won earlier and is a high-tech mogul-turned space business leader himself. "Now they're coming full circle."

Diamandis helped found a company that sends tourists to space for at least $25 million a ride, and seven of the eight rides involved high-tech executives living out their space dreams. Simonyi paid at least $20 million apiece for two rides into orbit and attended Allen's Tuesday news conference, saying he wouldn't mind a third flight.

"Space has a draw for humanity," not just high-tech billionaires, Simonyi said, but he acknowledged that most people don't have the cash to take that trip.

Space experts welcome the burst of high-tech interest in a technology that 50 years ago spurred the development of computers.
"Space travel the way we used to do it has a `50s and `60s ring to it," said retired George Washington University space policy professor John Logsdon. "These guys have a vision of revitalizing a sector that makes it 21st century."
But Logsdon said the size of the capsule and rocket going to space seemed kind of small to him, only carrying 13,000 pounds. It didn't seem like a game-changer, he said.
Stratolaunch's air-launch method is already used by an older rocket company, Orbital Sciences Corp., to launch satellites. It's also the same method used by the first plane to break the sound barrier more than 50 years ago.
Stratolaunch, to be based in Huntsville, Ala., bills its method of getting to space as "any orbit, any time." Rutan will build the carrier aircraft, which will use six 747 engines. The first unmanned test flight is tentatively scheduled for 2016.
NASA, in a statement, welcomed Allen to the space business, saying his plan "has the potential to make future access to low-Earth orbit more competitive, timely, and less expensive."
Unlike its competitors, Allen's company isn't relying on startup money from NASA, which is encouraging private companies to take the load of hauling cargo and astronauts to low Earth orbit and the International Space Station. The space agency, which retired the space shuttle fleet earlier this year, plans to leave that more routine work to private companies and concentrate on deep space human exploration of an asteroid, the moon and even Mars.
Allen said his interest comes not just because of the end of the shuttle program or changes in government funding for space, but he does see an incredible opportunity right now for the private sector to move the needle on space travel.
Allen's company is looking at making money from tourists and launching small communications satellites, as well as from NASA and the Defense Department, said former NASA Administrator Michael Griffin, a Stratolaunch board member who spoke at a Tuesday news conference.
Just three months ago, Griffin was testifying before Congress that he thought the Obama administration's reliance on private companies for space travel "does not withstand a conventional business case analysis."
This is different because it's private money, with no help or dependence on government dollars, said Griffin, who served under President George W. Bush.
Allen and Rutan collaborated on 2004's SpaceShipOne, which was also launched in the air from a special aircraft in back-to-back flights. Sir Richard Branson's Virgin Galactic licensed the technology and is developing SpaceShipTwo to carry tourists to space. But Allen's first efforts were more a hobby, while this would be more a business, Logsdon said.
SpaceShipOne cost $28 million, but this will cost much more, officials said.
Allen left Microsoft Corp. in 1983, and has pursued many varied interests since then. He's the owner of the Seattle Seahawks football team as well as the NBA's Portland Trailblazers. He also founded a Seattle museum that emphasizes science fiction.
Allen said this venture fits with his technology bent.
"I'm a huge fan of anything to push the boundaries of science," Allen said.

Navy training mine washes ashore on Miami Beach (AP)

MIAMI BEACH, Fla. ? A bomb squad has removed a Navy training mine that authorities say washed ashore on Miami Beach in an area dotted by numerous condominiums.

Police cordoned off the area around the mine with yellow tape Monday and kept bystanders away as Fire Rescue crews and a bomb squad examined the device.

Fire Rescue spokesman Jesus Sola says photos of the mine were taken and sent to the Navy. The device, which is 6 feet long and 2 feet in diameter, was later loaded onto a truck and hauled away.

Sola says the mine, which was painted white, still appeared to be live but it wasn't as explosive as a regular mine.

It was not immediately known how the mine washed ashore or where it came from.

SAN FRANCISCO (Reuters) ? Apple Inc is facing its first major controversy over well-received voice software Siri, as the cutting-edge iPhone search service ran afoul of abortion rights advocates.

Siri - one of the most popular features of Apple's new iPhone 4S - drew the ire of bloggers and the National Abortion and Reproductive Rights Action League when it could not locate abortion clinics when asked.

NARAL's president, Nancy Keenan, dashed off an email to Apple chief executive officer Tim Cook in which she complained: "In some cases, Siri is not providing your customers with accurate or complete information about women's reproductive-health services."

But Apple said Siri's inability to pull up information was not intentional, blaming the flaw on the fact it was still in beta, or testing, phase.

"Our customers want to use Siri to find out all types of information and while it can find a lot, it doesn't always find what you want," Apple spokeswoman Natalie Harrison said. "These are not intentional omissions meant to offend anyone, it simply means that, as we bring Siri from beta to a final product, we find places where we can do better, and we will in the coming weeks."

Cook responded to Keenan with a similar statement, according to the group's website, which posted the email.

Apple uses a variety of online resources to search for information and relies mainly on review website Yelp for local businesses.

When it comes to treating, curing, and preventing cancer, modern medicine has largely failed. You could argue that cancer is far too complicated to unravel in the few millenia we have been documenting it. Or that the billions we spend annually on research is far too little. Established incentives and policies that perpetuate research silos certainly seem to slow success.

Medical researchers have been trained in a professional culture where secrecy reigns, where they must protect their own interests. The dominant culture discourages sharing research findings and collaborating on projects. It has become more important to protect vested interests than to take advantage of the huge collaborative network that is available in academia.
This mode of thinking is a bitter pill to swallow for the quarter of our population that will die of cancer. According to the World Health Organization, one in every four deaths is attributable to cancer.
What would happen if cancer researchers were able to adopt an open and collaborative approach like the one that has--for the last two decades--revolutionized software development? What if cancer research could be open source?
Linux has been successful because a large group of people recognized a need and agreed on a process for meeting that need. The brilliance of the open source approach is in the sheer amount of brainpower participating. The open source community shows that the collective intelligence of a network is greater than any single contributor.
While the term is attributed to software development, the idea is not. In fact, some medical research does use this methodology in the same way that Linus Torvalds and others develop open source operating systems. The Human Genome Project, for example, very successfully distributed gene-mapping in efforts to speed up the sequencing of the genome. The HGP teams published their data openly, on the Internet.
More recently, a team of Harvard researchers discovered the power of distributed research. A team led by Jay Bradner at the Dana Farber Cancer Institute discovered a small-molecule inhibitor that showed promise in its ability to interrupt the aggressive growth of cancer cells. The small-molecule inhibitor, called JQ1--after Jun Qi, the chemist who made the discovery--works by suppressing a protein (bromodomain-containing 4, or Brd4) necessary for the expression of the Myc regulator gene. It is a mutated Myc gene that is believed to be at the root of many cancers. Without Brd4, Myc remains inactive. Inhibiting Myc could be part of the key to successful cancer treatments.
With the cells from an affected patient, Bradner's group successfully grew the cancer in mice and discovered that the mice with the cancer who received the compound lived, while the mice with the cancer who didn't receive the compound rapidly perished.
Instead of operating in secrecy and guarding their work, Bradner's group shared it. They simply started mailing it to friends. They sent it to Oxford crystallographers, who sent back an informative picture that helped Dr. Bradners team to understand better how the small-molecule inhibitor works so potently against Brd4.
They mailed samples to 40 labs in the US and 30 more in Europe, encouraging these labs to use it, build upon it, and share their findings in return. As a result of this open source approach, Dr Bradner's team has learned--in less than a year--that JQ1 small-molecule inhibitor prevents the growth of leukemia, making affected cells behave like normal white blood cells. Another group reported back that multiple myeloma cells respond dramatically to JQ1.? Still another found that the inhibitor prevents adipose cells from storing fat, thus preventing fatty liver disease.
Bradner has published his findings. He has released the chemical identity of the compound, told researchers how to make it, and even offered to provide free samples to anyone in the medical research community. Bradner feels his early successes are due not only to the science, but also to the strategy. Using an open source approach, sharing the information about this molecule, and crowd-sourcing the research and the testing illustrates the opportunities that an open methodology can bring to the difficult challenges of medical research and prototype drug discovery.

In his recently released TED talk video, Dr. Bradner explains that he firmly believes that making a drug prototype freely available among researchers will help accelerate the delivery of effective cancer drugs to affected patients.
With more practice?and more familiarity with each other and this kind of collaborative research?scientists can break large, complex, time-expensive projects into smaller, achievable portions. By? spreading out those small tasks among many groups, much more work can be accomplished in a vastly reduced amount of time.
Using the old research models, Bradner?s team might have learned that JQ1 affects AML cells in the first year. But it might have been next year before they got to leukemia, and years after that before they realized it also could affect fatty liver. How many years do you think the old approach adds to the development of drugs we need today?
It is time to seriously consider a different model for scientific research?one that directly engages and benefits society, encourages open access and the free exchange of scientific information. The benefit to patients would be enormous.

Lynch carries Seahawks to 31-14 win over Eagles (AP)

SEATTLE ? Marshawn Lynch loves the prime-time stage, even if he's rarely given such a spotlight.

Seattle's hard-charging running back bulled through Philadelphia for 148 yards and a pair of first-half touchdowns, David Hawthorne returned the third of Vince Young's four interceptions 77 yards for a score, and the Seahawks rolled to a 31-14 victory Thursday night that only added to the Eagles' miserable season.

Lynch ran into and escaped from a massive pileup for a 15-yard TD run in the first quarter, then made a quick cut and went back against the flow for a 40-yard scoring dash on the first play of the second quarter to give the Seahawks (5-7) a 14-0 lead.

Golden Tate's 11-yard, toe-tapping touchdown grab along the back edge of the end zone in the third quarter pushed Seattle's cushion to 17 over the Eagles (4-8).

But the Seahawks' third victory in their last four games wasn't secured until Hawthorne stepped in front of a swing pass intended for LeSean McCoy and raced untouched in the other direction with 4:24 left.

Making his third straight start in place of Michael Vick and his two broken ribs, Young couldn't find the same magic he did in the 2006 Rose Bowl when he led Texas to an upset of Pete Carroll and USC.

Young's first pass of the night was an awful interception thrown right to Seattle safety Kam Chancellor and nowhere near an Eagles receiver. Young was intercepted in the third quarter as well when a perfect pass deflected off the hands of Riley Cooper and into the hands of cornerback Brandon Browner. Both turnovers led to Seattle touchdowns.

Then came a pass for McCoy when Young clearly didn't see Hawthorne, ruining the Eagles' last chance to rally. For good measure, Young added one more interception in the final moments, giving him a career-high four picks.

Young finished 17 of 29 for 208 yards. McCoy got more chances than he did last Sunday against New England when he touched the ball just 14 times, a number that drew criticism from Eagles fans believing the leading rusher in the NFL deserved more opportunities.

McCoy finished with 84 yards on 17 carries and added another four catches for 49 yards. But he was upstaged by Lynch.

For the fourth time in five games, Lynch topped 100 yards ? and the one time he didn't, he finished with 88 yards in a victory over St. Louis. He had 90 yards by halftime on Thursday night, the most first-half yards rushing in his career. He averaged 6.7 yards per carry and almost immediately provided a spark the Seahawks needed on a short week.

And he did it while battling an upset stomach that occasionally forced him to the sideline.

Following Young's first interception, Seattle got down to the Eagles 10 on a 26-yard third-down completion from quarterback Tarvaris Jackson to Ben Obomanu. A penalty backed Seattle up 5 yards, but that only provided Lynch more room for theatrics.

On first-and-goal at the 15, he ran into a massive crowd near the 10. He got lost in the pile, wiggled out of the arms of linebacker Jamar Chaney and suddenly burst into the end zone, a run that was reminiscent of his 67-yard, tackle-breaking touchdown gallop in the playoffs last season against New Orleans.

Lynch's second touchdown was an opportunity for him to show off his open-field speed, and it came after another important third-down conversion, this time a 21-yard pass from Jackson to rookie Doug Baldwin on third-and-7. On the next snap, the flow of the play went to Lynch's left, but he immediately cut back right and found open field, beating the Eagles defense to the corner and going 40 yards untouched.

It was the second-most yards rushing in Lynch's career, behind the 153 he had in his rookie season with Buffalo against Cincinnati.

Tate's second straight game with a touchdown grab seemed to wrap up the victory. Tate outdueled a double-team at the back of the end zone and hauled in the toss from Jackson to give Seattle a 24-7 lead. Jackson finished 13 of 16 for 190 yards and a touchdown.

But the quick bounce-back by the Seahawks only magnified their missed chance last Sunday when they blew a 10-point fourth-quarter lead and lost 23-17 to Washington. Even with the win over Philadelphia and another home game coming up against St. Louis, any hopes the Seahawks have of jumping into the playoff race are likely gone.
Meanwhile, the misery only continued for Philadelphia. The Eagles played without QB Michael Vick, CB Dominique Rodgers-Cromartie and WR Jeremy Maclin, then lost CB Nnamdi Asomugha to a neck/head injury late in the first half.
Still, Philadelphia pulled within 24-14 early in the fourth quarter when Young led a 17-play, 80-yard drive that ate up more than 10 minutes of the clock. The drive included a fourth-down conversion inside the Seahawks 10 and was capped on a 2-yard shovel pass from Young to McCoy.
Young then drove the Eagles inside the Seattle 35 on their next possession with a chance to make it a one-score game, but failed to see Hawthorne lurking in the flat.

Syria sanctioned and condemned for "brutality" (Reuters)

BEIRUT (Reuters) ? Syria faced growing economic sanctions and condemnation over "gross human rights violations" on Monday, but President Bashar al-Assad showed no sign of buckling under international pressure to end his military crackdown on popular unrest.

State television broadcast pro-Assad rallies "supporting national unity and rejecting foreign interference," after the Arab League imposed sanctions on Sunday.

The European Union weighed in one day later, further tightening the financial screws on Damascus for its "brutality and unwillingness to change course."

Assad's foreign minister Walid al-Moualem hit back, lambasting the Arab League for "a declaration of economic war" that he said had closed the door to resolving the crisis.

"Sanctions are a two-way street," Moualem told a televised news conference. "I am not warning here, but we will defend the interests of our people ...."

In Geneva, a United Nations commission of inquiry said Syrian military and security forces had committed crimes against humanity including murder, torture and rape, for which Assad and his government bore direct responsibility.

It demanded an end to "gross human rights violations" and the release of those rounded up in mass arrests since March by Syrian forces quashing pro-democracy demonstrations.

Over 3,500 people were killed in 8 months, the UN says.

Syria's close trading partners Lebanon and Iraq rejected the Arab League measures, whose economic impact could be less severe than intended, analysts said.

"We do not agree with these sanctions and we will not go along with them," said Lebanese Foreign Minister Adnan Mansour.

The Arab League meanwhile appealed once more to Damascus, offering "a review of all of the measures" if Syria dropped its opposition to an Arab plan to end the crackdown.

Anti-Assad activists in Syria said on Sunday that security forces had killed at least 24 civilians, many in a town north of Damascus that has become a focus for the protests. Others were killed in raids on towns in the province of Homs, they said.

In an apparent political concession, which protesters have been demanding for months, Moualem said Syria planned to drop a constitutional clause which designates Assad's Baath Party as the leading party.

The revised constitution foresees "multi-party" politics with "no place for discrimination between parties," he said.

FIGHTING BACK

The Arab League sanctions hit banking, finance, investment and official travel but stop short of a full trade embargo.

"The sanctions are still economic but if there is no movement on the part of Syria then we have a responsibility as human beings to stop the killings," said Sheikh Hamad bin Jassim al-Thani of Qatar, the League's point man on Syria.

"Power is not worth anything when a ruler kills his people."
The president of the Union of Arab Banks, a division of the Arab League, said the sanctions would hit Syria's central bank, which has "big deposits" in the region, especially the Gulf.
Moualem said 95 percent of the targeted money had already been withdrawn beyond the reach of sanctions.
Along with peaceful protests, some of Assad's opponents are fighting back. Army defectors are grouped loosely under the banner of a Syrian Free Army and more insurgent attacks on loyalist troops have been reported in the last few weeks.
Arab nations wanted to avert a repeat of what happened in Libya, where a U.N. Security Council resolution led to NATO air strikes. Sheikh Hamad warned fellow Arabs that the West could intervene in Syria if it felt the League was not serious.
British Foreign Secretary William Hague said the Arab League sanctions demonstrate that "the regime's repeated failure to deliver on its promises will not be ignored."
France said it wanted Syria's powerful and critical neighbor Turkey to join an EU foreign ministers' conference to discuss further measures. Paris has proposed a secure humanitarian corridor linking Syria to Turkey.
One Western diplomat said Assad could, for now, count on support from China and Russia at the United Nations. But they may change position if he intensifies the crackdown and if the Arab League campaigns for international intervention.
China and Russia have oil concessions in Syria. Moscow also has a naval repair base on Syria's Mediterranean coast and announced on Monday that it was sending warships there, in an apparent display of determination to defend its interests.
"The sanctions are likely to lose Assad support among those in Syria who have been waiting to see whether he will be able to turn things around, such as merchants who could now see their businesses take more hits," the diplomat said.
Syrian officials blame the violence on armed groups targeting civilians. Government security forces say 1,100 of their members have been killed.
Assad, who inherited power from his father in 2000, said in an interview this month that he would continue the crackdown and blamed the unrest on outside pressure to "subjugate Syria."

'Lion King,' 'Spider-Man' score big at box office (AP)

NEW YORK ? At least two Broadway shows are giving thanks this week for a record-breaking holiday at the box office.

The Broadway League said Monday that "The Lion King" and "Spider-Man: Turn Off the Dark" each broke the $2 million mark over their eight Thanksgiving week shows ending Sunday. Those are new records for both.

"The Lion King" earned $2,079,616 ? a jump of $547,000 over last week ? while the once-mocked "Spider-Man" made $2,070,195 over a week in which it celebrated ending its first year. Both shows were directed by Julie Taymor, though she is now suing the "Spider-Man" producers over payment.

The perennial No. 1 show, "Wicked," beat both shows with $2,205,025, seeing a jump of $669,537 over last week's take. That witchy show is no stranger to breaking the $2 million-mark.

Disney's "The Lion King" showed its staying power, reaching the highest single week gross in the show's 14-year run. The previous record was set in January when it grossed $1,993,370.

Other shows that got a boost were "Mary Poppins" with $1,236,000, a jump of more than $557,000; "How to Succeed in Business" with $1,272,000, a $370,000 increase; and "War Horse" with $1,036,155, a bump of $61,500.

Pakistan stops NATO supplies after raid kills up to 28 (Reuters)

YAKKAGHUND, Pakistan (Reuters) ? NATO helicopters and fighter jets attacked two military outposts in northwest Pakistan on Saturday, killing as many as 28 troops and plunging U.S.-Pakistan relations, already deeply frayed, further into crisis.

Pakistan retaliated by shutting down vital NATO supply routes into Afghanistan, used for sending in just under a third of the alliance's supplies.

The attack is the worst single incident of its kind since Pakistan uneasily allied itself with Washington in the days immediately following the Sept. 11, 2001 attacks on U.S. targets.

Relations between the United States and Pakistan, its ally in the war on militancy, have been strained following the killing of al Qaeda leader Osama bin Laden by U.S. special forces in a raid on the Pakistani garrison town of Abbottabad in May, which Pakistan called a flagrant violation of sovereignty.

A spokesman for NATO-led troops in Afghanistan confirmed that NATO aircraft had been called in to support troops in the area and had probably killed some Pakistani soldiers.

"Close air support was called in, in the development of the tactical situation, and it is what highly likely caused the Pakistan casualties," said General Carsten Jacobson, spokesman for the International Security Assistance Force (ISAF).

He added that he could not confirm the number of casualties, but ISAF is investigating the "tragic development".

"We are aware that Pakistani soldiers perished. We don't know the size, the magnitude," he said.

The Pakistani government and military brimmed with fury.

"This is an attack on Pakistan's sovereignty," said Prime Minister Yusuf Raza Gilani. "We will not let any harm come to Pakistan's sovereignty and solidarity."

The Foreign Office said it would take up the matter "in the strongest terms" with NATO and the United States.

The powerful Chief of Army Staff, General Ashfaq Pervez Kayani, said in a statement issued by the Pakistani military that "all necessary steps be under taken for an effective response to this irresponsible act.

"A strong protest has been launched with NATO/ISAF in which it has been demanded that strong and urgent action be taken against those responsible for this aggression."

Two military officials said that up to 28 troops had been killed and 11 wounded in the attack on the outposts, about 2.5 km (1.5 miles) from the Afghan border. The Pakistani military said 24 troops were killed and 13 wounded.

EARLY MORNING ATTACK

It remains unclear what exactly happened, but the attack took place around 2 a.m. (2100 GMT) in the Baizai area of Mohmand, where Pakistani troops are fighting Taliban militants.

"Pakistani troops effectively responded immediately in self-defence to NATO/ISAF's aggression with all available weapons," the Pakistani military statement said.

The commander of NATO-led forces in Afghanistan, General John R. Allen, said he had offered his condolences to the family of any Pakistani soldiers who "may have been killed or injured".
The U.S. embassy in Islamabad also offered condolences.
About 40 Pakistani army troops were stationed at the outposts, military sources said. Two officers were reported among the dead.
"The latest attack by NATO forces on our post will have serious repercussions as they without any reasons attacked on our post and killed soldiers asleep," said a senior Pakistani military officer, requesting anonymity.
Reflecting the confusion of war in an ill-defined border area, an Afghan border police official, Edrees Momand, said joint Afghan-NATO troops near the outpost on Saturday morning had detained several militants.
"I am not aware of the casualties on the other side of the border but those we have detained aren't Afghan Taliban," he said, implying they may have been Pakistani or other foreign national Taliban operating in Afghanistan.
The Afghanistan-Pakistan border is often poorly marked, and Afghan and Pakistani maps have differences of several kilometres in some places, military officials have said.
However Pakistani military spokesman Major-General Athar Abbas said that NATO had been given maps of the area, with Pakistani military posts marked out.
"When the other side is saying there is a doubt about this, there is no doubt about it. These posts have been marked and handed over to the other side for marking on their maps and are clearly inside Pakistani territory."
The incident occurred a day after Allen met Kayani to discuss border control and enhanced cooperation.
"After the recent meetings between Pakistan and ISAF/NATO forces to build confidence and trust, these kind of attacks should not have taken place," a senior military source told Reuters.
BLOCKED SUPPLIES
NATO supply trucks and fuel tankers bound for Afghanistan were stopped at Jamrud town in the Khyber tribal region near the city of Peshawar hours after the raid, officials said.
"We have halted the supplies and some 40 tankers and trucks have been returned from the check post in Jamrud," Mutahir Zeb, a senior government official, told Reuters.
Another official said the supplies had been stopped for security reasons.
"There is possibility of attacks on NATO supplies passing through the volatile Khyber tribal region, therefore we sent them back towards Peshawar to remain safe," he said.
The border crossing at Chaman in Baluchistan was also closed, Frontier Corps officials said.
Pakistan is a vital land route for nearly half of NATO supplies shipped overland to its troops in Afghanistan, a NATO spokesman said. Land shipments only account for about two thirds of the alliance's cargo shipments into Afghanistan.
A similar incident on Sept 30, 2010, which killed two Pakistani troops, led to the closure of one of NATO's supply routes through Pakistan for 10 days.
NATO apologised for that incident, which it said happened when NATO gunships mistook warning shots by the Pakistani forces for a militant attack.
U.S.-Pakistan relations were already reeling from a tumultuous year that saw the bin Laden raid, the jailing of a CIA contractor, and U.S. accusations that Pakistan backed a militant attack on the U.S. embassy in Kabul.
The United States has long suspected Pakistan of continuing to secretly support Taliban militant groups to secure influence in Afghanistan after most NATO troops leave in 2014. Saturday's incident will give Pakistan the argument that NATO is now attacking it directly.
"I think we should go to the United Nations Security Council against this," said retired Brigadier Mahmood Shah, former chief of security in the tribal areas. "So far, Pakistan is being blamed for all that is happening in Afghanistan, and Pakistan's point of view has not been shown in the international media."
Other analysts, including Rustam Shah Mohmand, a former ambassador to Afghanistan, said Pakistan would protest and close the supply lines for some time, but that ultimately "things will get back to normal".
Paul Beaver, a British security analyst, said relations were so bad that this incident might have no noticeable impact.
"I'm not sure U.S.-Pakistan relations could sink much lower than they are now," he said.

Deutsche Telekom and AT&T vowed Thursday to press ahead with the planned sale of the German company's T-Mobile USA unit to the U.S. cell phone operator despite concerns raised by American authorities.

Nevertheless, AT&T said it plans to take a pretax accounting charge of $4 billion in the current quarter to reflect the break-up fees that would be due to Deutsche Telekom if regulators block the deal.

The two companies said they had withdrawn applications to the Federal Communications Commission regarding the merger and intended to seek its approval again "as soon as practical."

They took the step to consider "all options at the FCC and to focus their continuing efforts on obtaining antitrust clearance for the transaction from the Department of Justice," which filed a lawsuit in August to stop the deal, AT&T said in a statement.

"Both companies are continuing to pursue the sale of T-Mobile USA to AT&T," Deutsche Telekom stressed.

Both U.S. agencies worry that the deal would hamper competition and lead to higher prices for consumers.

Deutsche Telekom AG and AT&T Inc. made their move after the chairman of the FCC earlier this week came out against the merger.

Julius Genachowski made his position known in a document he circulated to fellow commissioners Tuesday.

He recommended sending AT&T's proposed $39 billion takeover of T-Mobile to an administrative law judge for review and a hearing. That's what the FCC does when it opposes a merger.

In a research note Thursday, Jefferies International analyst Ulrich Rathe said the withdrawal of the FCC application, as well as the opposition by the Justice Department, indicate that "the companies are already well into working out a new version of the deal."

The analyst, who rates Deutsche Telekom "Buy," said the charge confirms the break-up fee will be difficult for AT&T to avoid if the deal is not completed.

In Frankfurt, Deutsche Telekom shares closed down 0.6 percent Thursday at euro8.69 ($11.67), almost mirroring the 0.5 percent decline in the DAX index of blue-chip stocks.

The proposed deal, announced in March, would vault the combination of America's No. 2 carrier AT&T and No. 4 T-Mobile into the top spot ahead of Verizon.

Dallas-based AT&T has about 101 million wireless subscribers. T-Mobile, the Bellevue, Washington-based subsidiary of Deutsche Telekom AG of Germany, has 34 million.

Verizon Wireless, a joint venture between Verizon Communications Inc. and Vodafone Group PLC, has about 108 million, while Sprint Nextel Corp. has 53 million.

LONDON ? Roger Federer reached his 100th career final, beating David Ferrer 7-5, 6-3 Saturday in the semifinals of the season-ending ATP World Tour Finals and gaining the year-end No. 3 ranking.

In a tournament where his biggest rivals complained of fatigue after failing to make it out of the group stage, Federer showed no signs of slowing down. The 30-year-old Swiss extended his unbeaten streak to 16 matches after winning titles in Basel and Paris before coming to London.

Federer became just the fifth player to reach 100 finals in the open era. He will be looking for his 70th title Sunday when he faces the winner of the second semifinal between Jo-Wilfried Tsonga and Tomas Berdych.

The victory over Ferrer sent Federer past Andy Murray in the year-end rankings, trailing No. 1 Novak Djokovic and Rafael Nadal.

Djokovic and Nadal were eliminated after losing two of their round-robin matches this week, both saying their minds and bodies weren't up for top-level tennis following another grueling season. Murray pulled out injured following his opening loss to Ferrer on Monday.

But Federer has played some of his best tennis of the year in London, and while he did not look as sharp against Ferrer as he did in his three group-stage victories, he never faced a break point. He broke the fifth-seeded Spaniard twice in the second set and converted his second match point with a forehand winner.

Ferrer came within two points of the first set six times in Federer's service game when the Spaniard led 5-4. But he never earned a break point in a game that went to deuce five times, and Federer finally held when Ferrer sent a backhand passing shot wide. That marked a turning point, with Federer winning the next four games as well to take control.

Federer is looking for a record sixth title at the year-end event for the world's top eight players. Ivan Lendl and Pete Sampras have five. With his 806th victory, Federer moved into a share of sixth place on the career list with Stefan Edberg.

The other four players to have reached 100 finals are Jimmy Connors (163), Lendl (146), John McEnroe (108) and Guillermo Vilas (104).

In doubles, Max Mirnyi of Belarus and Daniel Nestor of Canada reached the final by beating American twins Bob and Mike Bryan 7-6 (6), 6-4. In the second semifinal, Mahesh Bhupathi and Leander Paes of India were set to take on Mariusz Fyrstenberg and Marcin Matkowski of Poland.

LONDON ? Actress Sienna Miller told a media ethics inquiry Thursday that she was left paranoid and scared by years of relentless tabloid pursuit that ranged from paparazzi outside her house to the hacking of her mobile phone.

Miller said the surveillance, and a stream of personal stories about her in the tabloids, led her to accuse friends and family of leaking information to the media. In fact, her cell phone voice mails had been hacked at Rupert Murdoch's News of the World tabloid.

Miller, 29, became a tabloid staple when she dated fellow actor Jude Law. She said the constant scrutiny left her feeling "very violated and very paranoid and anxious, constantly."

"I felt like I was living in some sort of video game," she said.

She called the paparazzi focus on her terrifying.

"For a number of years I was relentlessly pursued by 10 to 15 men, almost daily," she said. "Spat at, verbally abused.

"I would often find myself, at the age of 21, at midnight, running down a dark street on my own with 10 men chasing me. And the fact they had cameras in their hands made that legal."

Miller, the star of "Layer Cake" and "Alfie," was one of the first celebrities to take the News of the World to court over illegal eavesdropping. In May, the newspaper agreed to pay her 100,000 pounds ($160,000) to settle claims her phone had been hacked.

The newspaper's parent company now faces dozens of lawsuits from alleged hacking victims.

Miller, who looked confident as she gave evidence at London's Royal Courts of Justice, said challenging Murdoch's media conglomerate had been a difficult decision.

"I was very nervous about taking on an empire that was richer and far more powerful than I will ever be," she said. "It was very daunting."

Prime Minister David Cameron set up the inquiry amid a still-unfolding scandal over illegal eavesdropping by the Murdoch-owned tabloid. Murdoch closed down the News of the World in July after evidence emerged that it had illegally accessed the mobile phone voice mails of celebrities, politicians and even crime victims in its search of scoops.

More than a dozen News of the World journalists and editors have been arrested over allegations of illegal eavesdropping, and the scandal has also claimed the jobs of two top London police officers, Cameron's media adviser and several senior Murdoch executives.

The inquiry, led by Judge Brian Leveson, plans to issue a report next year and could recommend major changes to media regulation in Britain.

Miller took the stand after another witness was allowed to give evidence in private. The courtroom was cleared of press and members of the public as the witness, identified only as HJK, testified about suffering intrusions while in a relationship with a well-known figure, whose identity was also kept secret.

"Harry Potter" author J.K. Rowling is due to give evidence later Thursday about the media intrusion on her life. The tribunal will also hear from former Formula One boss Max Mosley, who has campaigned for a privacy law since his interest in sadomasochistic sex was exposed in the tabloid.

High-profile witnesses still to come include CNN celebrity interviewer Piers Morgan, who has denied using phone hacking while he was editor of the Daily Mirror newspaper.

The hearings have heard allegations of media malpractice and intrusion that extend far beyond the News of the World.
Witnesses have included celebrities like actor Hugh Grant and ordinary people pursued in times of grief, including the parents of murdered 13-year-old Milly Dowler, whose voice mails were accessed by the News of the World after she disappeared in 2002.
Her parents said the hacking gave them false hope their daughter was still alive during the investigation into her disappearance.
On Wednesday, the parents of missing child Madeleine McCann said they were left distraught by false stories and the publication of private information by the tabloid press.
Kate and Gerry McCann told the inquiry they felt powerless in the face of stories, based on concocted evidence, suggesting they had killed their daughter. Madeleine had vanished when she was three during the British family's 2007 vacation in Portugal.

Psychiatric disorders are believed to be a barrier for appropriate and timely medical care among vulnerable populations.

A new investigation studied if pre-existing depression (with and without anxiety) would influence the time to diagnostically resolve an abnormal mammogram and/or Pap test.

Researchers from Boston University School of Medicine (BUSM) discovered suffering from depression was not associated with a prolonged time to diagnostic resolution in a vulnerable population of urban women.

Cancer outcomes are influenced by the time to treatment after an abnormal cancer screen. Some studies have found that women with psychiatric disorders are less likely to receive cancer screening and may also have delays in diagnostic resolution after an abnormal screening test.

Vulnerable populations of women, as defined by low income or with racial/ethnic minority status, are less likely to receive standard preventive health care, which contributes to worse breast and cervical cancer outcomes.

Depression is prevalent in these populations, and may lead to worse health care outcomes.

In recognition of these variables, researchers conducted a retrospective chart review of electronic medical records to identify women who had a diagnosis of depression or anxiety in the year prior to the abnormal mammogram or Pap test.

They used time-to-event analysis to analyze the outcome of time to resolution after abnormal cancer screening.

Of the women with abnormal mammogram and Pap tests, the researchers found 19 percent and 16 percent, respectively, suffered with depression.

The time to resolution for the abnormal mammograms and for the abnormal Pap tests were similar for depressed and non-depressed women (median time of 27 days for mammograms and 85 days for Pap tests).

As a result, researchers believe documented mood disorders are not an additional barrier to resolution after an abnormal cancer screening test in this vulnerable population of women who already had barriers to receiving health care.

?Although we found delays in diagnostic resolution after abnormal cancer screening, women with a depression diagnosis did not have increased delays compared to those who were not depressed,? explained lead author Andrea Kronman, M.D., M.Sc.

?Pre-screening the electronic medical records of women for mood disorders may not be the most reliable approach to identify a group of patients at higher risk of delayed diagnostic resolution of abnormal cancer screening tests in a vulnerable population,? added Kronman.

These findings currently appear in the Journal of General Internal Medicine.

NEW YORK (AP) ? Some weeks NBC must wish it could start prime time a couple of hours earlier.
The network's "Nightly News" broadcast with Brian Williams averaged 9.1 million viewers over five days last week, clearly outdistancing rivals at ABC and CBS. The problem for NBC is that it also beats virtually everything the network shows in prime time.
Take away Sunday night football and its preview shows and the most-watched NBC show last week was "Law & Order: SVU," with 7.3 million viewers. "Harry's Law" had 7.2 million, Nielsen said.
NBC has moved Williams to prime time once a week, with his newsmagazine "Rock Center" on Mondays. Viewership has yet to catch up with its content, with 3.9 million people watching Bob Costas interview disgraced Penn State assistant football coach Jerry Sandusky last week.
In prime time, CBS is the king ? sometimes to starling levels. The network had 18 of the 20 most-watched scripted series on the air last week, Nielsen said.
CBS averaged 11.4 million viewers in prime time (7.1 rating, 11 share). ABC was second with 9.6 million (6.1, 10), NBC had 6.8 million (4.3, 7), Fox had 6.2 million (3.7, 6), the CW had 1.5 million (1.0, 2) and ION Television had 980,000 (0.7, 1).
Among the Spanish-language networks, Univision led with a 3.8 million viewer average (2.0, 3), Telemundo had 1.3 million (0.7, 1), TeleFutura had 500,000 (0.3, 0), Estrella had 230,000 and Azteca 220,000 (both 0.1, 0).
NBC's "Nightly News" topped the evening newscasts with its 9.1 million viewer average (6.1, 11). ABC's "World News" was second with 8 million (5.5, 10) and the "CBS Evening News" had 6.8 million viewers (4.5, 8).
A ratings point represents 1,147,000 households, or 1 percent of the nation's estimated 114.7 million TV homes. The share is the percentage of in-use televisions tuned to a given show.

U.S. stock futures extend losses after weak China flash PMI (Reuters)

SINGAPORE (Reuters) ? U.S. S&P stock futures extended losses to more than 1 percent early on Wednesday after a key gauge of Chinese manufacturing activity slumped to its weakest level in nearly three years.

By 0237 GMT, futures were down 1.2 percent, extending earlier losses made after a downward revision of U.S. growth data raised fresh concerns about the faltering global economy.

Chinese factories saw their weakest activity in 32 months in November, a preliminary purchasing managers' survey showed, reviving worries that China may be skidding toward an economic hard landing and compounding global recession fears.

The HSBC flash manufacturing purchasing managers' index (PMI), the earliest indicator of China's industrial activity, slumped in November to 48, a low not seen since March 2009.

The data showed the world's growth engine is not immune to economic troubles abroad, and could further unnerve financial markets already roiled by Europe's deteriorating debt crisis.

November's flash reading is a sharp three-point fall from October's final figure of 51 and indicated Chinese factory output shrank on the month in November. A PMI reading of 50 demarcates expansion from contraction.

The last time the PMI slipped below 50 was in September, when the index hit 49.9.
