(AP) ? Eight-time Grammy-winning singer Lauryn Hill has pleaded guilty in New Jersey to not paying her taxes.

Hill was charged this month with three counts of failing to file tax returns on more than $1.5 million earned from 2005 to 2007.

Hill appeared in U.S. District Court in Newark on Friday and admitted not filing taxes for all three years. She faces a maximum one-year sentence on each count.

The 37-year-old South Orange resident got her start with The Fugees and began her solo career in 1998 with the critically acclaimed album "The Miseducation of Lauryn Hill."

She then largely disappeared from public view to raise her six children, five of whom she had with Rohan Marley, the son of famed reggae singer Bob Marley.

Former NYC Mayor Giuliani campaigns for Romney in Las Vegas

LAS VEGAS (AP) ? Former New York Mayor Rudy Giuliani will campaign for Republican presidential contender Mitt Romney in Las Vegas.

Campaign officials say Giuliani will rally volunteers this morning at Romney's campaign office near the Las Vegas Strip by highlighting Romney's business leadership. Nevada has the highest unemployment rate in the nation.

It's not the first time Giuliani will loan his political star power to the Romney campaign. He notably joined Romney for a pizza break with some New York City firefighters in May.

Giuliani was mayor when terrorists flew planes into the World Trade Center's twin towers in 2001.

Giuliani and Romney were rivals in the 2008 Republican presidential primary and Giuliani has suggested Romney's shifts on abortion, gay marriage and universal health care could be problematic.

Programmable DNA scissors found for bacterial immune system

ScienceDaily (June 28, 2012) ? Genetic engineers and genomics researchers should welcome the news from the Lawrence Berkeley National Laboratory (Berkeley Lab) where an international team of scientists has discovered a new and possibly more effective means of editing genomes. This discovery holds potentially big implications for advanced biofuels and therapeutic drugs, as genetically modified microorganisms, such as bacteria and fungi, are expected to play a key role in the green chemistry production of these and other valuable chemical products.

Jennifer Doudna, a biochemist with Berkeley Lab's Physical Biosciences Division and professor at the University of California (UC) Berkeley, helped lead the team that identified a double-RNA structure responsible for directing a bacterial protein to cleave foreign DNA at specific nucleotide sequences. Furthermore, the research team found that it is possible to program the protein with a single RNA to enable cleavage of essentially any DNA sequence.

"We've discovered the mechanism behind the RNA-guided cleavage of double-stranded DNA that is central to the bacterial acquired immunity system," says Doudna, who holds appointments with UC Berkeley's Department of Molecular and Cell Biology and Department of Chemistry, and is an investigator with the Howard Hughes Medical Institute (HHMI). "Our results could provide genetic engineers with a new and promising alternative to artificial enzymes for gene targeting and genome editing in bacteria and other cell types."

Doudna is one of two corresponding authors of a paper in the journal Science describing this work titled "A programmable dual RNA-guided DNA endonuclease in adaptive bacterial immunity." The second corresponding author is Emmanuelle Charpentier of the Laboratory for Molecular Infection Medicine at Sweden's Ume? University. Other co-authors of the paper were Martin Jinek, Krzysztof Chylinski, Ines Fonfara and Michael Hauer.

Bacterial and archaeon microbes face a never-ending onslaught from viruses and invading circles of nucleic acid known as plasmids. To survive, the microbes deploy an adaptive-type nucleic acid-based immune system that revolves around a genetic element known as CRISPR, which stands for Clustered Regularly Interspaced Short Palindromic Repeats. Through the combination of CRISPRs and associated endonucleases, called CRISPR-associated -- "Cas" -- proteins, bacteria and archaeons are able to utilize small customized crRNA molecules (for CRISPR-derived RNA) to target and destroy the DNA of invading viruses and plasmids.

There are three distinct types of CRISPR/Cas immunity systems. Doudna and her colleagues studied the Type II system which relies exclusively upon one family of endonucleases for the targeting and cleaving of foreign DNA, the Cas9 proteins.

"For the Type II CRISPR/Cas system, we found that crRNA connects via base-pairs with a trans-activating RNA (tracrRNA), to form a two-RNA structure," Doudna says. "These dual RNA molecules (tracrRNA:crRNA) direct Cas9 proteins to introduce double-stranded DNA breaks at specific sites targeted by the crRNA-guide sequence."

Doudna and her colleagues demonstrated that the dual tracrRNA:crRNA molecules can be engineered as a single RNA chimera for site-specific DNA cleavage, opening the door to RNA-programmable genome editing.

"Cas9 binds to the tracrRNA:crRNA complex which in turn directs it to a specific DNA sequence through base-pairing between the crRNA and the target DNA," Doudna says. "Microbes use this elegant mechanism to cleave and destroy viruses and plasmids, but for genome editing, the system could be used to introduce targeted DNA changes into the genome.

Doudna notes that the "beauty of CRISPR loci" is that they can be moved around on plasmids.

"It is well-established that CRISPR systems can be transplanted into heterologous bacterial strains," she says. "Also, there is evidence to suggest that CRISPR loci are horizontally transferred in nature."

Doudna and her colleagues are now in the process of gathering more details on how the RNA-guided cleavage reaction works and testing whether the system will work in eukaryotic organisms including fungi, worms, plants and human cells.

"Although we've not yet demonstrated genome editing, given the mechanism we describe it is now a very real possibility," Doudna says.

This work was funded primarily by the Howard Hughes Medical Institute, the Austrian Science Fund and the Swedish Research Council.

Data Storage Company Admits It Bribed JPMorgan Execs With Golf Memberships

Data storage company FalconStor admitted this week that it bribed executives at JPMorgan with restricted stock shares and golf memberships in exchange for licensing contracts.

A Long Island data storage company has agreed to pay $5.8 million to settle federal investigations into claims its employees bribed executives at JPMorgan Chase in exchange for licensing contracts. The company, FalconStor, will admit to wrongdoing as part of the terms of the agreement, according to Dow Jones Newswires.

FalconStor employees reportedly gave more than $300,000 in bribes to executives at JPMorgan's Global Technology Infrastructure division, in exchange for $12.2 million in contracts. FalconStor didn't just hand over boring cash money, either: The JPMorgan honchos got restricted stock shares, gambling vouchers and golf memberships for their pains, Dow Jones reports.

Bloomberg reports that JPMorgan was not accused of wrongdoing in the case, despite the fact that the bank executives reportedly accepted the bribes and held up their end of the deal.

Of course, $300,000 is a drop in the bucket to the likes of JPMorgan Chase, a company that makes billions almost as fast as it loses them.

WASHINGTON -- Sen. Rand Paul (R-Ky.) moved this week to hold a noncontroversial flood insurance bill hostage until the Senate agrees that life begins at fertilization.

The bill, which would financially boost the National Flood Insurance Program on the cusp of hurricane season, had been expected to pass easily in the Senate. But since Paul on Monday offered an unrelated "fetal personhood" amendment, which would give legal protections to fetuses from the moment of fertilization, Senate Majority Leader Harry Reid (D-Nev.) is threatening to halt progress on the legislation.

"I'm told last night that one of our Republican senators wants to offer an amendment -- listen to this one -- wants to offer an amendment on when life begins," Reid said on the Senate floor Tuesday. "I am not going to put up with that on flood insurance. I can be condemned by outside sources; my friends can say, 'Let them have a vote on it.' There will not be a vote on that on flood insurance. We'll either do flood insurance with the amendments that deal with flood insurance, or we won't do it. We'll have an extension."

I've long thought the amendment procress is in serious need of an overhaul. It would eliminate a lot of time wasted on horsetrading and increase transparency of the process if they never allowed unrelated amendments to be brought forward. It should be a rule, not an exception to the norm.

Good for Harry for finally drawing a line. Hope he holds to it. The media circus around that showdown would reinforce the GOP War on Women narrative and piss off every homeowner in a flood zone. It's a win for Dems. Sadly, knowing Harry, I expect he'll crumble like a coffeecake at the first mean word in the national media.

For the Love of Teaching: Ways to Beat Brain Drain this Summer

Students lose as much as three months of learning during the extended summer break. Free from the discipline of the classroom, students experience what many educators call ?summer brain drain.? While year round school could eliminate this loss, most schools follow a traditional September to June calendar year. What can parents, teachers and students do to combat summer brain drain? Working as educational communities, they can produce an effective plan of action that keeps a student?s skills current and fresh. In preparation for school in the fall, six tips can start students on the path to academic success.

Old Standards

Flash cards refresh essential skills students learn in any subject. As students review the states and their capitals, multiplication and division facts or Chemistry elements and the signs, they develop fluency in these areas. Parents prepare flash cards by copying important information onto laminated note cards. Students reinforce and material and develop fluency as they quiz siblings or try to stump their parents during car rides to the pool.

Printable worksheets, online math games and board games cultivate math fluency. For interested parents and students, teachers willingly provide worksheets that engage students at home. In addition to educational online games, board games like Monopoly or Life help students develop math skills as they serve as the banker and face real life financial situations. LIkewise, students can calculate the tip after eating at a restaurant or budget the family's amusement park adventure. Math skills are typically lost more quickly than reading skills so any extra math assistance gives learners an advantage in fighting summer brain drain.

Contemporary Digital Options

More than entertainment, video games help students retain important skills. Memorization, strategy and problem solving are a few essential elements in a game that fight brain drain while a child plays. Edutainment involves games that educate students while keeping them entertained, and many video games fit this description.

Online classes provide excellent resources for students who wish to stay mentally agile during the summer break. Full-credit classes, cyber classrooms and online tutors motivate and engage students while helping them retain educational skills.

Traditional letter writing helps students practice their organizational skills and critical thinking. Instead of writing letters by hand, children could write a few sentences in an online journal every day to document their summer activities. Typing emails to friends or relatives also provides mental exercise for students of any age, as long as they type proper English rather than texting shortcuts.

Reading is Still Fundamental

Reading remains one of the most popular summer learning activities. Students choose books that interest them as they read aloud to a parent, grandparent or stuffed animal and listen to books read to them. Local libraries often offer supplemental programs to encourage reading. Reading road signs while traveling for vacation or menus at mealtime offer additional summer reading practice.

Working as a community to engage students throughout the summer allows parents, educators and students to fight brain drain. With video games, worksheets, flash cards, writing, reading, and online classes, the community combats the loss of knowledge during extended school breaks. This strategy ensures that students can find success in the classroom when school resumes in the fall.

German court: Circumcision on boys an assault

(AP) ? A German court has ruled that circumcising young boys on religious grounds amounts to bodily harm even if parents consent to the procedure.

Cologne state court said the child's right to physical integrity trumps freedom of religion and parents' rights, German news agency dapd reported Tuesday.

The case involved a doctor accused of carrying out a circumcision on a 4-year-old that led to medical complications. The doctor was acquitted, however, and prosecutors said they won't appeal.

The president of Germany's Central Council of Jews, Dieter Graumann, called the ruling "unprecedented and insensitive," urging the country's parliament to clarify the legal situation "to protect religious freedom against attacks."

Graumann said the circumcision of newborn Jews has been practiced for thousands of years and "every country in the world respects this religious right."

Muslims also circumcise young boys, while many parents request it on health grounds.

The state court's ruling creates a tricky legal situation for doctors who perform the procedure on parents' orders.

Unlike female circumcision, there is no law prohibiting it and the ruling isn't binding for other courts. However, it sets a precedent that would be taken into account by other German courts when ruling on similar cases.

The Autumn Rain: I'm back

Today my philosopher and I drove back up I-5 to the airport. Our two weeks together were full and deliciously long. My sister got married, went on her honeymoon, and came back to town, where she and my brother-in-law are?house-sitting?for the summer while they finishing building their apartment. Let me just say: the wedding was magical, every last bit of it. Afterward the guests--from Iowa, Washington, Colorado, California, and Rio--went their separate ways in a glow of June sunshine. For the rest of the time, my philosopher and I visited with family, played board games, watched movies, and ate lots of tasty food (sushi, pizza, latin fusion, his own gourmet creations, and my cinnamon rolls). It was our longest visit since last August, and the only one during which neither of us had papers to write. We are not quite sure when the next visit will be, but hopefully it's only about two months away. By then I will be in New Haven.

Home prices rise again, but is it an illusion?

For the third straight month in April, American home prices twitched a tinge higher?as values in the ?sand states? further firmed while listings in some key northern cities continued to chill, a heavily monitored survey reported Tuesday.

The Standard & Poor's/Case Shiller composite index of 20 metropolitan areas showed a year-over-year decrease of 1.9 percent?but?a 0.7 percent national bump?from March to April on a seasonally adjusted basis (1.3 percent non-seasonally adjusted), led by ongoing price rallies in a clump of warm-weather markets thumped by the slump, including Miami, Tampa, Las Vegas and Phoenix.

?I?ve seen (listings here) jumping just like they did back in the day when the banks were approving everything,? said Michelle Tremblay, a Realtor with West USA Realty in Phoenix.

Since last October, home values in Phoenix have inched 12 percent higher, gaining ground during each of the past six months, according to the Case Shiller index.

From Tremblay?s vantage point, however, those loftier home values are akin to steroid-swelled athletes: synthetically pumped prices caused by banks stockpiling foreclosed properties and purposely keeping them off the market until area prices truly soar. Then those same financial institutions can cash in by selling those properties at fatter profits.

?We can see on the street what?s vacant and what?s not. We?re watching these (foreclosed and non-listed) houses just sit and rot,? Tremblay said. ?The banks are letting these houses just deteriorate.

?They?re holding them and releasing them slowly to drive the value up.?

Some Realtors in another so-called ?sand state,? California, recently have joined that chorus, offering similar, albeit unproven, theories about banks hoarding foreclosures and thus shrinking inventory in most markets.

In three California cities on the Case Shiller index -? Los Angeles, San Diego and San Francisco -? home prices have increased during February, March and April.

Fellow ?sand state? cities Miami and Tampa each have posted five straight months of home-value gains. Las Vegas, the largest metro area in Nevada ? the fourth ?sand state? ? in April notched its third month in a row of heightened property prices, according to Case Shiller?s survey.

?Realtors across the country are all talking about the same stuff: the banks are the ones in control right now and they know it and they?re going to make the money again ? and again and again,? Tremblay said. Not long ago, distressed homes ?were selling, I think, too cheaply. And the banks weren?t making the money that they wanted to. So they tightened their inventory.?

In response, Wells Fargo senior economist Mark Vitner said?large banks are not colluding to hoard distressed properties until better days so as to squeeze more out of the values of those homes.?

"I don't think there's any concerted effort to hold properties back from the market," Vitner said. "The process to (work through and re-sell) foreclosure inventory is lengthy and there just seems to be a lot of hurdles out there to getting these properties to market. A lot of the best properties have been in foreclosure and have already sold."

But, Vitner acknowledged that some "small community banks are holding onto properties because the value that they could realize from selling the properties is so much more than what their books currently show, (meaning that listing those distressed homes) could have an inverse impact on their balance sheets."?

Robert J. Shiller, one of the two developers of the monthly index, agreed that ?it is an artificial market in that there is a lot of inventory held off.?

But Shiller, an Arthur M. Okun Professor of Economics at Yale University, sees still another hidden reservoir of prospective properties for sale ? ?a shadow inventory held off by homeowners who might sell if home prices come back up enough.?

A government market
With about 90 percent of American mortgages held by Fannie Mae, Freddie Mac and the Federal Housing Authority, ?it?s really a government market now. So anyone contemplating speculating in housing has to think about what the government is likely to do. And we?re in limbo right now,? Shiller said.

?We have a presidential election coming up. We haven?t resolved what were going to do with Fannie and Freddie ? presumably something will be done with them afterward.?

The latest S&P Case-Shiller results show on average home prices increased 1.3% in April, with David Blitzer, S&P 500 Index committee chairman.

In February 2011, the Obama administration issued a white paper that examined possible remedies for those two sputtering behemoths of housing finance. The report gave Congress options to mull. Banking giants backed the notion of axing Fannie and Freddie which, combined, ate up about $150 billion in bailout money. Groups representing consumers and the real estate industry have argued against scuttling Fannie and Freddie.

?Between all that ? and the mortgage-tax interest deduction that also has been questioned in this time of deficit cutting ? these things are on everyone?s mind,? Shiller said. ?But there?s not a way to forecast. I think forecasting political science is even more tenuous than forecasting economics.?

Projecting the direction of home prices in several vital northern cities has grown more challenging the past year. In Boston, home prices have dipped during six of the past eight months, according to Case Shiller. In New York, property values have declined for seven consecutive months. Chicago, up a tick in April, has nonetheless posted seven price drops in nine months, the index shows.

?Is any of that political and financial uncertainty perhaps fueling some fall-off in home prices those metro areas??

?I guess it is. People are holding off ... People are hoping for prices to go back up (in those cities),? Shiller said. ?And we?ll see the shadow inventory converted into real inventory if people start to see the prices go back up.?

But in Chicago, where home prices are off 7.2 percent since last August, the Case Shiller index reports, some Realtors are blaming another segment of the home-financing equation.

?The appraisers are keeping the prices low,? said Patrick Hawkins, a broker with Dream Town Realty in Chicago.

The last time Chicago property values were this depleted on the Case Shiller index: November 2000.

?Buyers are willing to spend a little more money right now. Inventory is low. But the appraisers just are reticent to come in with a strong enough number,? Hawkins said. ??What I?m assuming an appraiser would say is: It?s the market conditions, it?s people not having enough jobs, it?s the economy.

?Appraisers ? they?re killing the market. The prices have been driven down, beaten to a pulp.?

Not all of Wall Street "friending" Facebook

SAN FRANCISCO (Reuters) - Facebook Inc may be having trouble connecting with Wall Street.

The financial houses behind Silicon Valley's largest-ever coming-out party kicked off formal coverage of the company on Wednesday by warning about an uncertain business model, margin pressures and a difficult transition to mobile technology.

The reports, released by banks involved in the IPO after a 40-day quiet period expired, represent Wall Street's broadest assessment of the first U.S. company to debut with a market value of more than $100 billion (64.26 billion pounds).

Morgan Stanley and other major brokerages that handled the blockbuster IPO said it remained unclear how Facebook plans to make money from a growing number of users logging on to the No. 1 social network via smartphones and tablets. That helped send its shares down 3 percent.

Of the 17 brokerages that handled the blockbuster IPO and kicked off coverage of the social networking company on Wednesday, eight recommended against buying into the shares. Two of Facebook's three lead underwriters - Goldman Sachs and JP Morgan - were most bullish, targeting Facebook shares at $45 and $42, respectively.

Morgan Stanley, which has come under scrutiny for its role in driving a $38 IPO price that now appears lofty to some, stuck to a price target that matched its debut level and "overweight" recommendation.

The average of target prices cited on Wednesday was $37.64 - a tad below Facebook's stock market debut price.

Facebook's IPO was to have been the culmination of years of breakneck growth for a company that became a social and cultural phenomenon. Instead, it was marred by a series of trading glitches on its debut, and the company and its underwriters subsequently faced accusations of pumping up the price and inadequate disclosure.

Wednesday's panoply of neutral or equivalent ratings is notable because Wall Street research analysts have a reputation for favouring "buy" ratings, particularly in the high-profile Internet industry where "buy" or equivalent recommendations far outnumber "hold" or lower ratings.

The U.S. Internet sector's 110 companies sport a collective 561 "buy" recommendations or better, versus 352 "hold" or "sell" ratings or their equivalent, according to Thomson Reuters StarMine.

"It says there are real questions out there about the strength of this business model, the fundamental strength of this company, together with its valuation," said Tim Ghriskey, a portfolio manager at Solaris Asset Management.

"We're not buying right now, that's for sure."

HOW LOFTY?

Banks are required to keep their employees handling IPOs apart from analysts recommending stocks in order to avoid conflicts of interest.

In the IPO, banks sold their clients shares of eight-year-old Facebook, started by Mark Zuckerberg in his Harvard dorm room, at a price equivalent to a whopping 100 times 2011 net income per share. That compares with Apple Inc's current multiple of 20.6 and Google Inc's 18.9.

"I respect that a Chinese wall exists, but I think it feeds into the cynicism that Main Street has for Wall Street - that one side of the business was telling them to buy at $38 and the other side of the business now at $32 says we shouldn't buy it," said Steve Birenberg, a portfolio manager at North Lake Capital in Winnetka, Illinois.

Most analysts expect Facebook's large user base to help it corner a substantial share of the Internet advertising market in the long term. But half of the ratings released on Wednesday were "hold" and its equivalent or lower - despite the shares trading sharply down from their $38 IPO price.

Eight slapped top ratings - "buy," "outperform" or "overweight" - on the social networking company.

BMO Capital Markets' Daniel Salmon began his coverage with an "underperform" recommendation and a $25 target, translating into a nearly 25 percent slide from current levels.

"Slowing user growth is one of our primary concerns for Facebook's current valuation," said Salmon, the only analyst giving Facebook a negative rating on Wednesday. He estimated Facebook's annual user growth would be 22 percent next year and 16 percent the year after, much slower than expansion in the past.

The 33 banks that participated in the stock listing were required by securities regulations to wait until 40 days after the first day of trading on May 18 before publishing their views, limiting the research on Facebook until now to a handful of analysts.

Scott Devitt at lead underwriter Morgan Stanley, who told the firm's major clients that he had cut his revenue estimates on Facebook just days before the IPO, said he expects Facebook's ability to turn its mobile features into profit to be a challenge for the next several quarters to several years.

He expects revenue to climb 31 percent in 2012, down sharply from the 88 percent growth in 2011.

"No one is debating the potential opportunity in front of Facebook," said Channing Smith, a portfolio manager at Capital Advisors. "However, there is disagreement in the analyst community on the trajectory of the earnings and revenue growth in the coming years. The assumptions analysts are making are guesswork at this point."

TOPSY-TURVY IPO

Analysts at JP Morgan set a price target of $45 for the stock, suggesting a rise of 36 percent compared with its close of $33.10 on Tuesday. Facebook shares were down 3.1 percent at $32.07 on Wednesday afternoon.

Goldman Sachs set a target price of $42, less aggressive than Morgan Stanley's $38 target.

The company's stock offering, one of the most highly anticipated in history, was marred by a series of technical glitches at the Nasdaq exchange.

Facebook's decision to increase the size of the offering by 25 percent just days ahead of the IPO, as well as concerns about decelerating revenue, also weighed on the stock, which traded as low as $25.52 before regaining some ground to trade in a $31-$33 range in recent days.

RBC said it expected Facebook's stock to hit $40. BofA Merrill Lynch and Morgan Stanley pegged the shares at $38, while Citi and Barclays opted for $35.

The rush of research comes ahead of Facebook's second-quarter results, expected sometime in mid-to-late July.

With about 900 million users, Facebook has become one of the Web's top destinations, challenging established players such as Google Inc and Yahoo Inc.

Even so, revenue growth from ads and other services is slowing. The company, which last year was more than doubling the amount of money collected every quarter compared with a year earlier, reported growth of 45 percent in the first three months of 2012, and revenue declined from the preceding quarter.

General Motors Co' announcement a few days before the IPO that it would stop advertising on Facebook has added to the concerns about Facebook's ability to generate business from advertising.

Despite $4.8 billion in expected revenue in 2012, the average amount of money that Facebook makes through each user is still relatively low, said BofA Merrill Lynch, which expects new advertising formats to accelerate revenue growth in the second half of the year.

In recent weeks, Facebook has unveiled a string of enhancements to its advertising service, allowing marketers to target ads to users on the mobile version of Facebook and to show Facebook users ads based on previous websites that they have visited.

"The company is in the midst of a mobile usage transition and we are cautious on Facebook's revenue trends until new mobile ad revenue models start driving the top line," the analysts at BofA Merrill Lynch wrote.

Several analysts working for the underwriters, including Morgan Stanley and Goldman Sachs, cut financial forecasts for Facebook days before the IPO, after the company cautioned about revenue growth due to a rapid shift of users to mobile devices, where Facebook is less effective at generating revenue.

The analysts briefed some institutional clients about their revised forecasts, sources have previously told Reuters, but retail investors were left in the dark. That revelation has resulted in lawsuits alleging the banks and Facebook failed to fully disclose the company's weakened financial outlook ahead of its IPO.
